Main Functions and Responsibilities:
The key areas of work and responsibilities under this TOR include extended consultations with national and local stakeholders, including
the work and inputs from local consultants, as well as developing and conducting of a number of awareness and training activities, as
needed and feasible.
The consultant will:
1-Conduct baseline study and stakeholder analysis:
a) Review current situation on all relevant baseline information and current policy and practices with regard to water resources
management;
b)Identify national and local key project stakeholders and partners, including analyzing and (documented) consultations in view of
their future/potential role during the implementation phase;
c) Review of relevant National projects and plans in view of learning from experiences, building upon past work and/or promoting
synergies and links with future activities.
2-Work closely with appropriate water professionals and institutions at the national and local level in order to achieve basic consensus
on scale, content and format of the main project phase;
3-Conceptualization and prepare contents of workshops, seminars, and other events on subjects that are related to decentralized water governance
4-Follow and apply the latest methodological “good practice” when analyzing and assessing existing, and proposing alternatives to:
a) Water resources management issues;
b) Stakeholder participation process (stakeholder analysis, managing participation and dialogue);
c) Capacity building and awareness raising activities (contents, delivery mechanisms, target audiences, etc.);
d) National and local knowledge management mechanism (managing exchange and flow of information; means of knowledge and
information dissemination and exchange, etc.);
e) Other issues and activities as emerging and necessary
5-Develop a sustainable governance mechanism for water distribution, that ensure on-going exchange of knowledge and experience
(composition; role, responsibility and tasks; required support mechanisms or institutional capacity building; horizontal and vertical
information flow and management; etc.)
6-Organize workshop(s) to verify and confirm the proposed governance structure with all elements among key stakeholders
Required qualifications and experience
Education:
Higher university degree in Public Policy, Water Management, Economics and/or other related fields. A relevant multi-disciplinary
background is considered useful
Experience:
-Approximately 10 years of experience working with development issues and of which 3-5 years should be experiences working
with governance and policy related issues related to water supply and sanitation services;
-Strong record of professional expertise in water sector reforms and decentralization;
-Understanding of public administration and decentralization issues, especially in the water sector;
-Demonstrated knowledge of donor programme/project management practices and modalities;
-Experience with working with local and national governments.
-Excellent computer skills including full working knowledge MS Office, and Internet.
Language Requirements:
-Fluency in English and Arabic, both written and verbal;
