The Palestine Liberation Organization, for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Sector Capacity Building Project (the Project). The Water Sector Regulatory Council (WSRC) is implementing part of the Project and intends to apply part of the proceeds for consulting services.

 

The consulting services (the Services) include supporting WSRC in assuming its regulatory functions related to economic performance of the water service providers with focus on tariff adjustment and licensing. This includes following up the development of the regulatory tools to meet the needs of the water sector. More specifically, the services shall include the following duties and responsibilities:


A-Within the tariff setting system, the consultant is expected to:
1-Participate in the review and finalization of the tariff module and tariff adjustment application forms.
2-Monitor the implementation of the Tariff bylaw.
3-Review tariff adjustment applications proposed by the water service providers and validate submitted data.
4-Assist service providers in adopting and using the tariff calculation module and provide on the job training.
5-Review the cost statement analysis submitted by the water service providers.
6-Prepare recommendations on the tariff application for the CEO review and approval.
7-Plan and participate in tariff related workshops.

B-For the preparation of a licensing system for water service providers, the Consultant is expected to:
1-Prepare the licensing applications.
2-Review and follow-up of license requirements.
3-Review submitted applications.
4-Participate in the preparation of license conditions.
5-Follow up on license conditions applications on the ground with licensees.
6-Follow-up with water service providers to make sure they abide to conditions of their license.
7-Prepare plans and provide support to enhance service provider’s performance in certain indicators.
8-Perform other related duties, as may be assigned by the CEO.

 

The Consultant will be housed within WSRC offices in Ramallah. The duration of the assignment is one year on a full-time basis, with a possibility for extension. The expected start date is mid October 2015.

The WSRC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Curriculum Vitae). The Minimum Qualifications/Short listing criteria are:

-A University degree in accounting, finance, business administration, statistics, water sciences or similar field
-Master’s degree in water engineering or water sciences is an asset
-5 years of relevant experience preferably in the water sector working with municipalities and local councils.
-Specific training relevant to the topic will be considered a plus.
-Strong analytical and validation skills.
-Excellent communications and facilitation skills.
-Team Work: Acting as a team player and facilitating team work.
-Fluency in English, written and spoken and excellent report writing.
-Strong supervisory, interpersonal and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment.


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants "IC” method set out in the Consultant Guidelines.
