Background:
The Palestinian National Institute of Public Health (PNIPH) is a project led by the World Health Organization (WHO) in close cooperation with the Palestinian Authority Ministry of Health (MoH), and the Norwegian Institute of Public Health
Under the direct supervision of the Project Director, the incumbent is the focal point for media and communications and has first line responsibility for promoting effective /communication tactics and establishing a press/media network. This involves ongoing contacts with PNIPH staff and counterparts to agree on best tactics and opportunities to promote PNIPH mandate, goals and achievements. This includes extensive contact with a broad range of officials from the press and media, partner organizations and institutions, to obtain information and, as necessary, provide advice on media tools and communications opportunities.
Description of Responsibilities:
Working in close collaboration with PNIPH staff, the incumbent identifies subjects of interest to develop/improve media/communications activities, including audio-visual, photographic and printed materials and tools, television and radio programs, multimedia presentations, videos and press release websites to promote PNIPH projects achievements and results, building contacts with the press/media and networking opportunities. He/she also provides support to broadcast media and journalists in promoting a better and increased understanding of role of PNIPH.
FUNCTION 1 (INCL. EXPECTED RESULTS)
Under the direct supervision of the Project Director, the incumbent will perform the following duties:
- Identify subjects of interest for communications materials related to PNIPH mandate and activities.
- Produce high quality communications materials and media tools, including audio-visual, photographic and printed materials, television and radio programs, multimedia presentations, videos and press releases, etc., to promote PNIPH visibility, achievements and success stories.
FUNCTION 2 (INCL. EXPECTED RESULTS)
Ensure the dissemination of information:
- advise on dissemination tactics
- organize interviews and filming opportunities to support high-visibility of PNIPH work through television, radio and newspapers exposure
- Provide support to broadcast media and journalists and facilitate their access to related information, as appropriate.
FUNCTION 3 (INCL. EXPECTED RESULTS)
Establish and maintain a network of contacts:
- A network in the press/media world to ensure and promote the dissemination of information
- Update PNIPH websites to ensure consistency of approach; and critically review and improve contents, architecture and design.
- Research and write feature stories and messages relevant to PNIPH work.
WORK RELATIONS AND PARTNERSHIPS
The Communications Officer liaises with various partners both inside and outside WHO mainly to receive and provide information.

The functions have a direct impact on the Institute’s communication with different target audiences, including partners, journalists, and the community. By communicating effectively with the target groups, that help to build a positive reputation for the Institute.
Competencies :
Functional Skills and Knowledge:
- Proven skills in the development and implementation of communications/media products and tactics, including relations with the press and media.
- Excellent interpersonal skills complemented by the ability to conceptualize ideas and promote consensus.
- Ability to work under pressure while producing results.
- Excellent presentation skills.
- Knowledge or sound understanding of the impact of emergencies and crises on social and economic development, and its burden on populations.
- Ability to "think out of the box" and to make innovative proposals as related to communication.
- Tact, discretion and diplomacy.
- Knowledge or understanding of WHO mandate and goals in emergency response relief
Qualifications :
EDUCATIONAL BACKGROUND
Essential:
University degree in journalism, communications, arts, international relations or social science.
Desirable:
Studies or experience-based knowledge of communications techniques and media relations.
WHO only considers higher educational qualifications obtained from an accredited institution.
PROFESSIONAL EXPERIENCE AND KNOWLEDGE
Essential:
At least two experience in the field of information, Public relation and communications.
Experience in planning and implementing media and communications projects tactics, including the development of audio and visual materials and tools
LANGUAGE SKILLS
Excellent knowledge of English and the local language.
