Introduction:
The Palestine Polytechnic University (PPU) through the Ministry of Education & Higher Education has received a World Bank funded project entitled: “Improvement of the Refrigeration and Air Conditioning Educational Programs to Meet the Needs of the Local Market” is seeking to hire, on a lump-sum assignment, a consultant to be part of the consultation team, who will be responsible for the development of Refrigeration and Air Conditioning Engineering for both diploma and bachelor programs curriculum at the national level. It is expected that the consultant will have strong experience in building university curricula related to Mechanical Engineering epically in Refrigeration and Air Conditioning.
Main Tasks and Responsibilities:
Curriculum Development Consultant will be responsible for the following tasks:
- The consultant should prepare a proper methodology and working plan to conduct this assignment.
- The consultant should assess the current programs and its students’ acquired competencies and skills through the feedback from the employers.
- Conduct need assessment for two programs (Refrigeration and Air Conditioning Engineering for both diploma and bachelor).
- Review relevant/similar programs in Palestine and other regions to identify best practices and trends in refrigeration and air conditioning engineering teaching, training and practice and review international standards.
- Carry out consultations with key refrigeration and air conditioning engineering stakeholders in the country to define graduates’ competencies and skills needed by the labor market including: companies and manufacturing, Ministry of Education and Higher Education, AQAC, engineering association, all through focus groups, structured interviews, questionnaires, and workshops.
- Reviewing and assessing current refrigeration and air conditioning engineering program curriculum for both diploma and bachelor programs curriculum, course materials, facilities, teaching methods, and library of resources, including practical/ training materials in accordance of above mentioned labor market and benchmarking analysis.
- Based on the findings from the above mentioned, conducting comprehensive Gap Analysis Study to identify program needed modifications and improvements.
- Final Curriculum Development Report to be submitted before the end of the assignment with all required components completed. This includes final drafts of revised modified and updated curriculum for the refrigeration and air conditioning engineering program curriculum for both diploma and bachelor programs including syllabuses, outlines, objectives and ILOs, full course description and teaching methodologies and based on the needs and requirements of the labor market.
- Producing a manual of guides, forms, procedures, and an internship manual used in creating and developing academic plans.
- Conduct a full “Curriculum Mapping” as an essential part of the refrigeration and air conditioning engineering program curriculum for both diploma and bachelor programs curriculum development.
- Develop the refrigeration and air conditioning labs and workshops to be fit to the local market needs.
- Conducting TOT training course(s) on the proposed reform.
- Finalize all curriculum material documents.
Deliverables:
- Approved methodology and working plan to conduct the assignment.
- Gap analysis Report including a) benchmarking for both programs and its project partners program comparison with other local, regional, and international programs and standards, and b) Proposal for upgraded curriculum and additional resources based on the study.
- Final Curriculum Development Report to be submitted before the end of the assignment with all required components completed. This includes final drafts of revised modified and updated curriculum for the refrigeration and air conditioning engineering program curriculum for both diploma and bachelor programs including syllabuses, outlines, objectives and ILOs, full course description and teaching methodologies and resources of a minimum of eight (8) core courses based on the needs and requirements of the labor market.
- Curriculum Mapping for the developed program.
- A manual of guides, forms, procedures, and an internship manual used in creating and developing academic plans
- Conducting TOT training course(s) for teachers and mentors on the proposed reform and life skills (9 hours), and producing the necessary training materials.
- Final Comprehensive Report documenting the whole conducted activities including but not limited to: implemented activities, results, findings, recommendations, proposed actions, current needs and lessons learnt.
- Holding a workshop with PPU staff and private partners to present results of the study.
Essential Required Qualifications:
- MSc or Preferably a PhD degree in in mechanical engineering, electrical engineering, control engineering, Vocational and Technical Education, or related fields.
- A proven experience and practice in conducting similar assignment, analysis and coaching.
- At least 5 years of professional experience in the relevant topic.
- Ability to share knowledge and building the capacity.
- Competent in English language (the reports shall be written in English).
Contract Type: Lump Sum Contract.
Timeframe: (15 December 2017 – 31 May 2018)
