UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate:
- Develops a planning framework for the Field’s developmental social welfare programmes, linking the various components (including poverty alleviation, women-in development, community-based services for disabled persons, community development and local institution-building).
- With the assistance of individual programme officers assigned to the Social Services Division, conducts assessments of need for Social Services programmes and projects, and develops proposals and plans of action to address identified needs
- Guides, supports, monitors and evaluates the work of the programme Officers.
- Ensures that the Social Services Division staff are sufficiently trained to perform their functions, conducting local training sessions as required.
- Co-ordinates with the Field Relief Services Officer to ensure the full participation of special hardship families in the Social Services programmes and to organize the involvement of Social Workers.
- Co-ordinates with the Field Relief Services Officer and Field Eligibility & Registration Officer to achieve effective linkages between the three Division's data bases on programme activities and clients, through the Unified Registration System.
- Co-ordinates with counterparts in the Departments of Education and Health to implement appropriate and effective multi-disciplinary approaches.
- Ensures the full participation of the target population in decision-making on and implementation of Social services Programmes and Projects.
- Plans, organizes and conducts evaluations of results achieved by and the impact on the target population of Social Services programmes and projects.
- Maintains close contact with local, national and locally-based international organizations working in the same programme sectors.
- Undertakes any other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
- A university degree in social science, including coursework in social development.
- Post-graduate coursework in one or more of the following: poverty alleviation, women-in-development,
community-based rehabilitation/integration of disabled persons, community development, local institutionbuilding.
- Basic computer literacy.
- Eight years' progressively more responsible experience in the planning, implementation and evaluation of
developmental social welfare programmes, involving one or more of the programme areas listed upove,
and including at least three years’ supervisory experience.
- Practical experience in training staff and clients of such programmes.
- Participation in action-oriented social research.
- Excellent command of spoken and written Arabic and English.
- Oral communication/presentation skills in English to the level required to brief international experts and
donors, and in Arabic to the level required to conduct training sessions.
- A thorough knowledge of the social structure and culture of the Palestinian people.
- Leadership qualities.
- Willingness/ability to drive UNRWA vehicles in the course of duty.
- It’s desirable to have a post-graduate degree in Socio-economic development, with emphasis on
developmental social welfare.
- The candidate will be required to travel in the Agency’s area of operations.
CONDITIONS OF SERVICE
- Basic Salary: Monthly basic salary $1,493.70, and monthly dependency allowance up to $123.25.and
Group Medical Insurance GMI $12.00
- Contract Duration: Three years including 1 year probation period.
- Leave: 30 days annual leave
- Pension: Provident Fund contribution
- Other conditions of service and benefits may apply.
EQUIVALENCY
When the minimum requirements are not fully met, the Director of UNRWA Operations, Gaza, may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
N.B: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
