Role Summry & Responsibilities:
The Technical projects & budget specialist shall handle the network technical projects covering the whole project management cycle from initiation till closure, and managing all related deliverables; mainly budget and contracts. He shall conduct the network department budget exercise cross all functions, and shall support in the technical contract preparations and reviews.
Duties & Responsibilities :
-Building project governances model .
-Identifying Project deliverables.
-Building project structure and time line.
-Identifying and log the risks & issues, and prepare required plans (Mitigation and action plans).
-Project Status update & reporting .
-Following the company PMO policy for project management.
-Develop the Projects documentation structure.
-Develop the Project communication plans.
-Develop the project business cases.
-Conducting contract reviews and / or compliance reviews.
-Resolving contractual issues.
-Formalizing contractual amendments, variations and changes as well as participate in programs to improve contract profitability.
-Preparing formal correspondence / contractual notice coordination (milestone sign-offs, claims).
-Develop contract overviews.
-Undertake contract risk monitoring, management and reporting.
-Negotiating and draw up contracted arrangements with customers and subcontractors.
-Providing leadership in all commercial and contractual discussions and negotiations.
-Proactively identify potential opportunities for improving contract terms from commercial position and reduction of risk exposure.
-Early identification of potential areas of dispute and determine and implement appropriate strategies for dispute resolution.
-Conducting the technical budget exercise and define the required CAPEX & OPEX per project/domain.
-Verifying the budget exercise through benchmark with actual trends and expected solutions CAPEX/OPEX costs .
-verifying the budget commitment and realization dates based on Network department plans.
-building and verify the CAPEX forms for pipeline and new projects.
-conducting the budget exercise and verifications with Finance Department.
-Monitoring the budget flow and identify any budget shortage or abnormal trends in early stages.
-Assist and management.
Work Experience & Qualifications::
-Good knowledge of technical implementations and business planning tools.
-Bachelor’s degree in Telecom engineering or equivalent.
-Project Management Experience, PMP is plus.
-1-3 years of experience in network technology services including technical implementation/integrations and outsourcing, and at least in one or more of the following functions:
Contract Management.
Procurement.
Proposal Management.
Project /Delivery Management.
Budgeting.

-Strong interpersonal and communication skills. Should have the ability to work effectively with people from a wide range of departments. Should have the ability to gather data, compile information, and prepare reports, Should have the ability to make administrative/procedural decisions and judgments.
-Communication across all organisational levels.
-Business Management.
-Contract Management.
-Finance knowledge and Spread sheeting.
-MS office skills (advanced excel skill is plus).
-Risk Management is plus .
