MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate:
-Plans, develops and manages all procurement and contractual aspects related to procurement of infrastructure materials/services, building and maintenance contracts; establishes and maintains work programme and schedule for ongoing contracts and newly-planned ones;
-Manages the team of Infrastructure Procurement, including work flow tasking and oversight, mentoring, coaching, performance reviews, and discipline; oversees and supervises formulation of tenders; issues Invitations to Bid (ITB), Requests for Quotation (RFQ) and Requests for Proposals (RFPs); oversees preparation and ensures quality of contract proposals, submissions to Local Committee for Procurement (LCP)/Agency Committee for Procurement (ACP) for review and subsequent approval by the awarding authority ensuring full compliance with requirements for relevant documentation; prepares all competition documentation including the bid evaluation summary, analysis sheets and evaluations of quotations received; reviews different award options ensuring user acceptance of offers received against requirements;
-Monitors contract cycle management and ensures that contracts are closed and filing undertaken in timely manner; reviews contract performance evaluations; participates in negotiations with all interested parties including contract disputes and claims; supervises and maintains samples received for further contractual reference;
-Prepares, updates and reports on infrastructure related procurement activities and keeps Procurement Management, Infrastructure and Camp Improvement Departments fully informed on progress and issues as they arise;
-Controls and oversees the maintenance of procurement of infrastructure development/building/maintenance documentation, information and records, contracts, tenders and bids, supplier and claims information, ensuring their accuracy and confidentiality at all times and highlights any possible procurement complex problems on time and recommends necessary solutions;
-Evaluates reports of criticism of material or deviations on commodities received from users or inspection companies, and follows up with all parties concerned until replacement and disposal actions are made in an appropriate manner;
-Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree in engineering, construction management, quantity surveying, architecture or procurement related field.
-At least four years experience in both engineering and contracting.
-Excellent command of written and spoken English.
-Excellent communication skills;
-Proven ability in establishing effective internal work relationships at all levels and in managing/leading a team;
-Good judgment and decision-making skills;
-Sound analytical skills;
-Creativity and ability to take initiative;
-Ability to work under pressure.
-Possession of a valid driving license.
-It is desirable to have working experience with the UN procurement rules and regulations; experience in Enterprise Resource Planning (ERP) or procurement specific software applications.
ADDITIONAL INFORMATION
Experience in procurement in a large organization will be an asset
CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1,215.00; plus a currency adjustment factor (present rate 22%) and monthly dependency allowance up to $123.25.
-Contract Duration: Three years including 1 year probation period.
-Leave: 30 days annual leave
-Pension: Provident Fund contribution
-Other conditions of service and benefits may apply.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
