JOB DESCRIPTION:

The successful candidate for this job will be responsible to Mental Health Supervisor through the Assistant  Mental Health Supervisor and is located in the assigned UNRWA school.

MAIN RESPONSIBILITIES :

In accordance with the established Agency policy and procedures, the ideal candidate:
-Receives students with psychological development and mental health needs and provides counseling and  guidance individually, in groups or with families;
-Provides the identified students and their families with community and public mental health education and  other primary prevention activities in line with CMHP guidelines and materials;
-Ensures referral of identified students and/or their families to other services or agencies, as appropriate,  under supervision of the Assistant Mental Health Supervisor;
-Conducts home visits and other community interventions, as may be required, to identified students and  their families on a regular basis according to CMHP established standards;
-Participates in emergency mental health activities, when necessary, as defined by the supervisor;
-Contributes to the development of mental health educational material on child development (psychological  and educational) to increase general awareness of the holistic needs of students and to combat the stigma  of mental illness or special needs of children;
-Takes active role in advocating for children’s rights and protecting  children and adolescents including  vulnerable groups, such as girls and children with special needs as designated in the  established CMHP  guidelines and UNRWA set policy;
-Develops weekly, monthly, and yearly MHP plans in coordination with the teachers and principal of his/her  assigned school, under the supervision of Assistant Mental Health Supervisor;
-Submits regular reports of all counseling activities, overall workload and outcomes for the CMHP management through the Assistant Mental Health Supervisor, and regular reports of case list,
discharge/discontinuity/referral of case and critical incidents such as incidents raising risk management and 2 protection issues for the welfare of the students for the School Principal; protects absolute confidentiality of  cases and informs the Assistant Mental Health Supervisor and the School Principal about them;
-Maintains good professional relationship with other UNRWA staff while increasing their awareness of  psychological and mental health education and advocates for rights of disadvantaged refugee students and  their families;
-Adheres to UNRWA ethical and professional guidelines for mental health, psychosocial and educational  counseling practice;
-Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree in psychology and/or counseling.
-At least two years experience in school counseling.
-Good command of written and spoken Arabic and English.
-Ability to cope with multiple tasks effectively;
-Knowledge of counseling theories, assessment and interventions;
-Counseling assessment and practice skills (prevention, community, family, group and individual
interventions);
-Understanding of and skills in evaluating counseling activities;
-Knowledge of child development (educational and psychological);
-Systemic understanding of children and their families;
-Knowledge of ethical standards for professional practice;
-Excellent communication skills (written and verbal);
-Ability to form rapport with children and their families;
-Ability to work in teams and form good, productive relationships with colleagues;
-Ability to use ICT.
-It is desirable to have professional experience in working with children and families; knowledge of key  international legislation and UNWRA policies related to the safety and welfare of children.
-The incumbent will be required to work in any area in Gaza Strip;
-The incumbent will be required to conduct extensive community and home visits.

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary varies from $  864.40 to $  1295.00 based on the qualifications and  experience of the selected candidate; plus a currency adjustment factor (present rate 11.2%).
-Contract Duration: six months. Extension is subject to continued need, availability of funds and satisfactory  service.
-Leave: 30 days annual leave.
-A regular staff member can apply to this LDC post but will not be allowed to assume such post through  secondment as he/she needs to leave his/her current post to accept LDC appointment.


EQUIVALENCY :
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
