PMU Director
Palestinian Energy Authority / Projects Monitoring Unit (PMU) invite applications from eligible candidates for the following position:
-Projects Monitoring Unit Director
-Duration: 2 years
Key tasks:
1-Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the PMU.
2-Prepares and administers the PMU’s budget, including determining staf ng and operational needs,
approves and monitors PMU’s expenditures.
3-Monitors the day-to-day operations to ensure that the PMU is meeting goals and objectives, is following
policies and procedures and is providing services effectively and ef ciently
4-Handles administrative responsibilities for the PMU, including conferring with and representing the PMU and PEA in meetings with donors and commissions, various government agencies and the public; overseeing preparation of periodic and special reports, providing nancial approval on documents and preparing and delivering presentations.
5-Prioritizes and allocates available resources; reviews and evaluates program/project delivery; makes
recommendations for improvement and ensures maximum effective completion of work.
6-Plans, organizes, administers, reviews and evaluates the work of professional, technical, of support and operational staff; provides for the selection, training, development and work evaluation of staff;
authorizes discipline as required; provides policy guidance and evaluation to staff.
7-Monitors compliance with contractual obligations and respect of deadlines.
8-Performs other duties of a similar nature or level, as assigned by the PEA Chairman and his deputy for technical affairs.
Required Qualifications:
1-Equivalent to graduation from a university with major coursework in electrical, business or public administration or a eld related to electrical power projects to successfully perform the essential duties of the job as listed above.
2-A license, professional registration, certi cation or specialized education and training relevant to the area of electrical power projects is a plus.
3-Previous experience with the donor and international agencies is a plus, with good knowledge of their procurement procedures.
4-At least 7 years of extensive relevant experience in project management with major supervisory and administrative responsibilities.
5-Knowledge of theories, principles and operational practices applicable to electrical power projects;
6-General knowledge of leadership and managerial theories and principles, including the principles and
practices of effective supervision;
7-Knowledge of public sector budgeting principles and practices;
8-Knowledge of applicable laws, rules and regulations;
9-Excellent knowledge of computer applications related to the work;
10-Good English Language (Speaking, Reading, Writing).
