Terms of Reference
Job Title: Quality Assurance Consultant
Introduction:
Palestine technical colleges (PTC-R) has received a grant from the Accreditation and Quality Assurance Commission (AQAC)-Ministry of Education and Higher Education Funded by the World Bank and the European Commission (EC), to implement the project of « Enhancing Self- Assessment and Strategic Planning in Palestinian Higher Education Institutions « and intends to apply part of this to recruit for highly qualified Quality Assurance Consultant.
Assignment Objective:
Palestine technical colleges (PTC-R) is considering the selection of a highly qualified Quality assurance Specialist to be part of the small core staff responsible to provide quality standards and hold some workshops or training sessions to ensure that the Project is being implemented according to the submitted and approved Grant Implementation Plan (IP)
Main Tasks and Responsibilities:
1. Ensure the successful implementation of the project through preparing project implementation plan and providing adequate following up for the project activities.
2. Setting quality standards, including harmonizes the resources and needs of beneficiaries’ colleges.
3. Develop action plans and progress based on criteria and priorities.
4. Preparing programs to assess performance within the performance standards.
5. Set standards criterion for self – assessment process for both colleges.
6. Preparing pamphlet/brochures and conceptual papers.
7. Participating in conducting capacity building for both colleges.
8. Managing workshops and training sessions.
9. Analysis and evaluation sessions of the project.
10. Providing project’s steering committee with progress report.
Deliverables:
1. First Progress Report: This includes the Quality Standard Manual.
2. Second Progress Report: This includes Institutional Self Assessment manual for the institute.
3. Third Progress Reports: Complete institutional self assessment report.
4. Final Report indicating obstacles, lessons learned and recommendations.
Required Competencies:
1- Master or Ph.D in Management, Engineering or any other related field,
2- A minimum of three years of professional experience in the field.
3- Good knowledge in financial management.
4- Excellent communication and team work skills.
5- Excellent Command of English Language.
6- Excellent reporting and formal writing skills.
7- Excellent computer skills.
Place of Work: Housed within the college campus,
Time Frame: The duration of the assignment is 8 months
