Expressions of interest
The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Electric Utility Management Project (EUMP), and intends to apply part of the proceeds for consultant services. The services include
consultancy services in preparing technical specifications of Energy Lab. equipment for testing electric household appliances and electrical equipment in Palestine.

Expected outcomes
-Review the list and the cost estimate of the identified testing equipment, and propose modifications and other testing equipment if needed to arrive to a final list of equipment that can be procured within the available budget.
-Examine the proposed site of the laboratory to recommend if the site and the available space are suitable for such a purpose and recommend an installation plan of the equipments within the Lab area.
-Prepare complete and clear technical specifications of the final list of lab equipment. These specifications shall take into consideration the Jericho site conditions, where the Lab equipment is proposed to be installed.
-The Project Monitoring Unit (PMU) - PEA will be responsible for the preparation of the tender document based on the World Bank Guidelines for the “Procurement of Goods” based on the technical specifications prepared by the Consultant These tender documents shall include also ancillary services to be submitted by the bidders such as the needed training for the personal who will run the testing equipment
-Prepare clarification responses for all the bidders that request clarifications during the floating period of the tenders
-Assist the PMU in the tender’s evaluation process according to the World Bank Guidelines and in contract negotiations.
-Supervise the delivery of the equipment and assure that the performance and the specifications of the equipment are in accordance with the contract conditions.
-Recommend on the best setup to run and manage the laboratory in terms of manning specifications, number and the yearly estimated budget including the cost of maintenance, etc...
-Recommend on the future development of the laboratory

The consultant time effort in support of this project is estimated to be about 2 man-months.
Qualifications
-Advanced university degree relevant to the scope of the work (electrical engineering degree is preferable);
-At least 10 years of relevant professional experience in the project related filed with good overview on the international activities dealing with IEC standards and related testing equipment;
-Good knowledge in World Bank Procurement guidelines ;
-Good interpersonal, writing and communication skills;

Individual Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). They shall meet the minimum relevant qualifications and shall be fully capable of carrying out the assignment. Capability is judged on the basis of academic background, experience, and, as
appropriate, knowledge of the local conditions, such as local language, culture, administrative system, and government organization.

Eligible Individual Consultants should indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CVs, description of similar assignments, experience in similar conditions, appropriate skills, etc..).
