Consultancy to conduct capacity building on
“Advocacy and Community Mobilization”.
1.About PWWSD:
Established in 1981, Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the illegal Israeli occupation and establishing a Palestinian independent democratic, sovereign, and civil state. PWWSD is active all-over West Bank including East Jerusalem, and in Gaza Strip and it is an active co- founder/ member in several local, regional, and global networks and coalitions.
Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence.
2.About the project:
The Programme MENA Feminist Power in Action for Women’s Economic Rights (Fem PAWER) will strengthen young women who face multiple discrimination and economic gender-based violence (E/GBV) in some MENA targeted countries (Jordan, Lebanon, Palestine and Tunisia) to be the leaders for change, by holding duty bearers accountable towards Women Economic Rights (WER) and improve conditions for young women in the informal economic sector.
FEM PAWER is partially capacity development Program in lobbying and advocacy (in the field of combating economic gender-based violence and promoting WER), targeting Women Rights Organizations (WRO’s) and young women in 4 MENA countries, (Palestine, Jordan, Lebanon and Tunisia) aiming at improving the gender responsive accountability mechanisms of duty bearers. The Program is engaged into inclusive collaboration including providing small grants to partner organizations (POs), capacity development, networking and creating coalitions opportunities and lobby and advocacy related actions. The inclusive partnerships are the backbone of the Program and is intended to be applied also among POs, across PO’s lobbying and advocacy interventions as well as on the Consortium level. A total of 11 POs have been supplied with sub-grants in Palestine (9 POs in the West Bank and 2 in GAZA Strip)
- Purpose of Assignment:
PWWSD is soliciting an experienced consultant (s) (organizations or firms) for conducting a capacity building and development for the targeted POs and young women groups, and Women Rights Organizations (WROs) on advocacy strategies, building advocacy campaigns, promoting gender equality, women’s economic rights, and on how to mobilize community toward POs and WROs agenda.
The consultancy includes assessing the targeted POs and their staff capacity in the designing, planning, developing key messages, implementation for their evidence-based advocacy campaigns including data collection, building of different alliances, networking, community mobilization and leadership in advocacy towards women economic rights.
- Consultant/s Tasks:
- Coordinating and meeting with PWWSD project team for more elaboration on the targeted POs and young women groups and their statues. The contracted consultant (s) will be provided with a list of POs/ young women groups and their contact details as well as any available past-related reports on advocacy, the POs assessment reports
- Coordinating and meeting (offline and/ or online) with the targeted POs, advocacy teams/ project coordinators/ directors or any related team members.
- Develop and submit a clear intervention plan including methodology, subjects/topics, tools, working team, time frame including number of working days, in order to achieve the assignment purpose.
- Provide PWWSD with an inception plan.
- Organize and implement the intervention plan
- Send the pre-and post-assessment forms for PWWSD to review, prior to the training/ the implementation of the interventions.
- Conduct the capacity building program (training /mentoring, and coaching) in coordination with PWWSD and the POs
- Conduct pre and post assessment and analysis of the POs/ targeted staff
- Provide PWWSD with single report in three days’ time after accomplishing each task and a final consolidated report in two weeks after completion of the entire assignment. Reporting should be in English with summary in Arabic. Each report should consist of: Introduction, Methodology, Target Group, results, challenges, Recommendations/ lessons learnt/ success stories and means of verification (photos, quotations) and annex to the report: list of participants and pre/ post questionnaire (raw material) assessment of the task (pre and post evaluation grids)
- The report should include an introduction, methodology, topics covered, capacity building results, pre and post assessment analysis/ findings and recommendations, photos, case studies and success stories
- Provide PWWSD with final training materials/capacity building materials within one week after completing the assignment
- Qualifications:
- At least Master degree in law or any related fields with experience in: , human rights, advocacy, community development, media and communication, women’s rights, gender equality, familiarity with socio- economic sector
- Proven and documented experience for more than 5 years in capacity building training, developing and leading advocacy campaigns in economic rights and gender equality, including advocating women economic rights, social and human rights, leadership, and evidence-based advocacy.
- Experience in community mobilization capacity buildings and in working with communities in designing and implementing advocacy initiatives.
- Proven and documented experience in developing and designing training manuals, guides and curriculums in advocacy and community mobilization.
- Flexibility to work with trainees with variety in levels of knowledge and multicultural context.
6.Deliverables:
- Detailed work Plan including methodology and time frame in both Arabic and English (one week after signing the contract)
- Training/coaching/mentoring Report in English with summary in Arabic (final consolidated report should be in both Arabic and English)
- Training materials in Arabic Language
- Advocacy and lobbying guide/manual on women economic rights in Arabic with English summary.
- Lobby and Advocacy strategies for the POs (11)
- One policy Paper on WER and EGPV (will identifies later through the work with POs in coordination with PWWSD program team)
- Two position papers (will identifies later on through the work with POs in coordination with PWWSD program team)
8. Implementation period of the assignment:
From July 5, 2023 – Dec. 31, 2023
8.Evaluation criteria’s:
- Technical evaluation (70%): (Intervention plan, Methodology and detailed capacity building plan (30%,).
- Experience in the field of Advocacy including lead evidence-based advocacy campaigns, community mobilization and inclusive leadership (capacity building) (40%).
- Financial Offer (should include break down budget): (30%):
In case no source of deduction is available, then 10% will be deducted as tax
9.How to apply:
