Baseline Consultancy

Objectives of the Baseline

The baseline is to be conducted to present detailed reference points to the situation in the targeted areas, before the commencement of the project activities, using a set of well-established tools and methodologies. The baseline will inform and assist the project in measuring the change and capturing the impact. 

The baseline assessment fulfils the following functions:

• Assuring the validity of ToC and logical framework (examine the causal sequence) and programmatic choices are still valid. 
• Provide the required baseline information through measuring the value for defined indicators in the Results Framework and guide the measurement of the values for the endline assessment, through providing reliable methodologies and tools. 
• Provide recommendations for any further changes/amendments needed on the results framework Matrix (objectives, indicators and assumptions, data collection tools and methodologies) and the programmatic approaches.
