BACKGROUND AND CONTEXT 

Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 as a project within the framework of a former GIZ Private Sector Development  Program. In 2008, SEC has been officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC began with an office in Ramallah and has grown to be a leading national organization serving Palestinian Micro, Small and Medium Enterprises (MSME) and social enterprises (including cooperatives).
 
SEC is implementing the project “Food Processing Sector Development Project: Facilitating Regional Market Linkages and Promoting Export” funded by GIZ. The objective of the project is to contribute to sustainable economic growth of the Palestinian food-processing sector through enhancing SME’s export capacity and competitiveness in external markets through a set of interrelated interventions: to identify new/innovative products that have a good potential for export, develop and implement tools that help participating SMEs to ensure relationship with traders in the target market in the long run. In addition, the project will assess the potential for sustainable green development in different sectors in the West Bank.  One of the project’s specific outcomes is: Completed sectors baseline survey for potential sustainable green development in several economic sectors (e.g., Textile, Leather & shoes, stone and marble, Tourism, Agro-processed food,  Plastic sector and construction).
 
Under this project scope, SEC aims at identifying opportunities for sustainable green economy in the seven economic sectors in the West Bank and Gaza Strip. 
 

PURPOSE, SCOPE OF WORK, OUTPUTS & DELIVERABLES 

Purpose of this assignment:
SEC is seeking technical and financial  offers from suitably qualified resource person/s to assist SEC to complete sectors baseline survey for potential sustainable green development in the mentioned above seven economic sectors .
 
Scope of work:  
 
Within the technical guidance of the project manager from SEC, the local consultant will lead the work to conduct  research in the West Bank and Gaza Strip. The consultant will conduct assessment  for seven economic sectors to identify opportunities for sustainable green investment which will have a lasting impact on the Palestinian economy and local communities. In particular, the local consultant will:
  • Develop a work plan and strategy in consultation with the SEC staff
  • Kick of meeting with the project staff / SEC
  • Conduct desk review of project the documents and relevant publications in Palestine and the region 
  • Design and conduct round tables with experts, stakeholders businesses ,etc. 
  • Collect primary data from experts, stakeholders, and businesses operating in the targeted sectors 
  • Identify gaps and opportunities in the studied sectors 
  • Based on the analysis, the consultant will prepare a detailed study – per targeted sector including recommendations of  most feasible interventions. 
Key outputs & deliverables are: 
  • Technical methodology and work plan for the assignment
  • Desk review report on green economy in Palestine 
  • Four round table discussions completed among relevant stakeholders on green economy 
  • Situational analysis of the green practices in the seven sectors 
  • A detailed green economy research of the seven sectors including the identification of the sector, main gaps and challenges, opportunities, and potential interventions 
  • Recommendations on potential enabling interventions to support increased investment in environmental and good services on the firm level 
  • Final report summarizing research undertaken, interviews, / consultations held, analysis, and recommendations for next steps for SEC in supporting the promotion of green investment in the West Bank and Gaza Strip. 
All the above deliverables will be submitted in English Language 

EXPERTISE AND QUALIFICATIONS REQUIRED 

The successful applicant should have the following expertise and qualifications: 
  • At least a master’s degree in relevant field, including business administration, industrial engineering, economics, marketing, including environmental economics, business administration, marketing, etc. 
  • Obtain a recognized certificate in green economy 
  • At least 10 years of experience in research and writing in support of sustainable economic development in Palestine (with an emphasis on green growth and investment highly desirable).
  • Demonstrated understanding of the potential of green investment and green economic development 
  • Experience working and knowledge of private sector and business approvals in Palestine ( including practical experience working with national and international organizations) 
  • Demonstrated ability to conduct research in Palestine
  • Demonstrated capacity to work in a consultative manner, good networking and capacity to deal well with people 
  • Demonstrated ability to produce high-quality knowledge products in both Arabic and English Language 
  • Excellent skills in English and Arabic both written and spoken. 

D. MANAGEMENT AND IMPLEMENTAIOTN ARRANGEMENT

  • The consultant will report to the project manage / SEC 
  • The consultant will work closely with the project team
  • All related costs which might cause due to the implementation of the assignment will be covered by the consultants him/her self (costs such as transportations, hall rent, food and beverage, telephone calls, internet fees, stationary, etc.) 
  • The consultant is responsible for providing his/her laptop computers and mobile phones for using during this assignment
  • Payments will be made upon submission of a detailed timesheet and certification of payment form, and acceptance and confirmation by the supervisor after the end of the assignment. 
  • Financial offer should include taxes 
  • SEC will deduct the income tax directly from the total value of the contract as law required. 

DURATION OF APPOINTMENT: 

The expected level of effort of the expert is around 30 working days, within two months’ time are foreseen for developing the sectors baseline survey for potential sustainable green development in several economic sectors from signing the contract.
