Building Capacities of Non-Specialized Actors in Detecting GBV & Providing Assistance/Referral to Survivors

 Purpose of the consultancy

Gender Based Violence (GBV) is a key protection concern in Palestine. Gender-based violence undermines the health, dignity, security and autonomy of its victims, yet it remains shrouded in a culture of silence. Victims of violence can suffer sexual and reproductive health consequences, including forced and unwanted pregnancies, unsafe abortions, traumatic fistula, sexually transmitted infections including HIV, and even death. According to Palestinian Central Bureau of Statistics (PCBS) 2019 Violence Survey, an average of 22% of women are victims of GBV in Palestine; in the Gaza Strip, this percentage increases to 35%. 
 
To provide support in the fight against GBV in Palestine, Alianza seeks to hire a consultant who will design and implement training amongst non-specialized actors who act in the intervention communities (CBOs, NGOs, IGOs, public institutions, etc) to develop their ability to detect cases of GBV, and to be able to refer cases to specialist organizations if necessary. In developing this training, it is essential to discuss the topic of GBV with the non-specialized actors in relation to their context, and to give the trainees clear and practical instructions in dealing with GBV cases firsthand, as well as updating them about existent referral pathways in Palestine.
 
The training for non-specialized actors, should be designed to support them in:

Identifying and detecting cases of GBV in their operational context and providing first-hand assistance.

Providing first-hand assistance, or referral to specialist organization.

Upon completion of the training, the participants must be able to apply the knowledge acquired in their work, and to provide first-hand assistance to GBV survivors in their context. 

METHODOLOGY AND WORKPLAN

 Methodology

The consultancy will compromise the following phases:

Develop manual for GBV identification, first assistance and referral for non-specialized actors: To provide with a manual that synthesizes the Standard Operating Procedures that non-specialized actors should apply to identify, provide emergency assistance, and refer cases of GBV. The manual should also include the most current information on the (updated) national referral system, referral pathways and standard operating procedures in times of crisis and emergencies. The manual should be concise and easy to understand for non-experts in GBV.

Develop training materials (conduct review of pre-existing materials): To develop the training materials, it would be advised that the consultant draws from/updates previously developed materials that were used for a similar workshop that was implemented by Alianza before.

Design training for non-specialized actors: The training should include a theoretical part that provides trainees with the capabilities to identify/detect GBV cases, and to know what to do when providing first assistance to GBV survivors. Moreover, the trainees should learn how they could refer cases, if necessary (the trainees should be informed about the referral pathway that exists in Palestine).

Implement training for non-specialized actors in Gaza and West Bank

Expected duration of the training: 7 groups (different locations) x 5 training per group = 35 training days (5 hours/day).

Group Size: 120 – 140 people (divided in 7 groups, 15 to 20 people per group approx. in both locations).

Location: West Bank and Gaza Strip.

Modality: In person training

Language: Arabic (Kindly note materials and final report must be submitted to Alianza in English)

Topics: The training will be designed by the consultant, but it is expected to cover (at least) the following topics:

The GBV context in Palestine.

Identifying a GBV case.

Providing first assistance to a survivor.

Participants will learn about the referral pathway: GBV National Referral System (updated): referral pathways and standard operating procedures in times of crises and emergencies.

Monitoring: online and telephone support to non-specialist actors in the application of the knowledge acquired in the course. Once the training is finished, the consultant should be available to follow up on the people who participated in the training and who continue to encounter problems when applying the knowledge acquired to the practice of the work they perform, the reality in front of them and the cases that are found.

 Time Framework

The consultancy is expected to start 8th May 2022 and last maximum until 30th July 2022. The duration of the consultancy can slightly be adjusted upon request and prior approval of the two parties.
 
After the kickoff meeting, the consultant will present a detailed work plan in the inception report.
 

 Deliverables and Responsibilities:

Inception Report (English).

Manual for GBV identification, first assistance and referral for non-specialized actors (English and translated to Arabic).

Training materials, training content and agenda (English and translated to Arabic).

Training delivering (Arabic).

Training Report (must include at least methodology, materials, pre and post knowledge test, satisfaction assessment from the trainees and photos) (Arabic and translated to English).

All materials must be submitted in the languages specified.

ECONOMIC OFFER

A detailed budget must be presented in a table format with an indication of the following: fees, travel expenses and any other expenses with breakdown of the price per units.
 
The consultancy budget can´t exceed the total of 10.500 EUROS and must include all deliverables and translation in Arabic and English of all manuals and materials produced. The consultant is required to ensure the implementation of onsite training in Gaza and West Bank. Alianza will provide financial support for the printing of training materials, space rental, and hospitality services.
 
Note: Knowing that an income tax will be deducted at 10% of the contract value if individual consultant and that the project is VAT exempted.
