Business Plan Expert

1.0 Background:

The Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 as a project within the framework of GIZ Private Sector Development Project. In 2008, and officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC began with an office in Ramallah and has grown to be a leading national organization serving Palestinian Micro, Small and Medium Enterprises (MSME) and social enterprises (including cooperatives).

Through a strategic partnership with the Swedish International Development Cooperation Agency (Sida), Global Communities (GC) is implementing the Supporting MSMEs Competitiveness and Growth in Palestine (SMCGP) program. The 44-month program aims to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to inclusive sustainable economic development, including better income generation and productive employment with decent working conditions, particularly for women and youth. The SMCGP adopts the Market Systems Development (MSD) approach by employing facilitative approaches with learning at its core. SMCGP will target the creative industries sector which comprises three sectors including Furniture, Footwear and Leather, and Handicrafts.

Within the framework of the sub-agreement signed between the Global Communities and the Small Enterprise Center (SEC) to Supporting MSMEs Competitiveness and Growth in Palestine Programme funded by the Swedish International Development Cooperation Agency (Sida), SEC is seeking support services for project beneficiaries to enhance Techno Park Palestine’s outreach and designing services to their clients  through developing a sound five – year business plan for the Techno Park Palestine (https://technopark.ps). 

SEC invites qualified Palestinian individual experts to submit technical and financial proposals to develop a business plan.

2.0 Questions and Requests for Clarifications

Questions regarding the technical or administrative requirements of this ToRs may be submitted no later than, Thursday 16th of May 2024 (Ramallah Local Time) by email to [email protected]. Questions must be submitted in writing; phone calls will not be accepted. Questions, requests for clarifications and the responses thereto that SEC believes may be of interest to other offers will be circulated to all TORs recipients who have indicated an interest in bidding.

Only the written answers issued by SEC will be considered official and carry weight in the ToRs process and subsequent evaluation. Any verbal information received from employees of SEC, or any other entity should not be considered as an official response to any questions regarding this TORs.

2.0 Purpose of this assignment:

SEC is looking for qualified Palestinian experts to submit technical and financial proposals for developing a business plan for the creative hub at Techno Park Palestine. This plan will provide direction for the operations of the creative hub. The aim of hiring a business development expert for the Creative Hub at the Palestine Technopark is to promote strategic growth and sustainable development initiatives within the hub. This includes:

  1. Identifying and nurturing business opportunities:
- Conduct market research and analysis to identify potential growth areas and target markets.
- Develop strategies to attract new clients, collaborators, and partners to the Creative Hub.
- Building partnerships with key stakeholders:
- Establish and maintain relationships with government agencies, industry associations, and other relevant organizations.
- Explore opportunities for joint ventures, co-development projects, and other collaborative initiatives.
- Fostering innovation and entrepreneurship in the creative industry:
- Develop programs and initiatives to support the growth and development of creative enterprises.
- Provide mentorship, training, and access to resources for aspiring entrepreneurs and startups.
- Expanding the hub's network and visibility:
- Develop and implement a comprehensive marketing and communications strategy.
- Participate in industry events, conferences, and networking activities to raise the hub's profile.
- Improving the hub's market presence and impact:
- Analyze the hub's performance and identify areas for improvement.
- Develop strategies to enhance the hub's service offerings, pricing, and customer experience.
- Measure and report on the hub's economic and social impact within the local community.

The business development expert will be instrumental in achieving these objectives and establishing the Creative Hub at the Palestine Technopark as a premier hub for creative enterprises in the region.

3.0 Expert’s Scope of Work and key responsibilities: ( 20 days)

The consultant /expert will work closely with SEC staff, GC, and Techno Park Team during the intervention period.  Based on the objectives the consultant(s) will be required to provide an analysis of the present scenario and develop a detailed business, costing and marketing plan that is expected to provide overall direction to the techno Park operations making it sustainable, efficient and growth oriented in the long run. The plan should be time bound and show clear achievable targets within defined timelines.

The Business Plan will include but not limited to the following sections

  1. Introduction to the Creative Hub Project
- Provide an overview of the Creative Hub project, outlining its objectives, target audience, and expected outcomes.
- Market Research and Analysis
- Conduct rapid market research to understand and map the current landscape of the creative industry in the West Bank
- Analyze industry trends, identify potential competitors, and assess market demand.
- Business Model Development
- Propose a sustainable business model for the Creative Hub in coordination with stakeholders
- Identify revenue streams, define pricing strategies, and evaluate cost structures to ensure financial viability.
- Strategic goals
- Develop short-term and long-term goals, as well as key performance indicators (KPIs) to measure success.
- Define strategies for attracting members, fostering collaboration, and promoting the Hub’s services.
- Financial Projections
- Prepare detailed financial projections for the Creative Hub over a 12-month period.
- develop 5-year income statements, cash flow forecasts, and break-even analysis to assess the project’s financial feasibility. .
- Operational Plan
- Define the operational requirements of the Creative Hub, including staffing needs, facility management, and IT infrastructure.
- Develop a timeline for implementation and outline key milestones to track progress.
- Marketing and Promotion Strategy
- Develop a comprehensive marketing and promotion strategy to raise awareness of the Creative Hub and attract potential members.
- Identify target audiences, select appropriate marketing channels, and create promotional campaigns.
- Risk Assessment and Mitigation
- Identify potential risks and challenges associated with the Creative Hub project and develop strategies to mitigate and overcome such risk and challenges.
- Conduct risk assessments, implement risk management measures, and create contingency plans.
- Monitoring and Evaluation
- Establish mechanisms for monitoring and evaluating the performance of the Creative Hub against predefined objectives and KPIs.
- Set up regular reporting systems and conduct periodic reviews to track progress.
- Documentation and Reporting
- Prepare a detailed business plan document that summarizes all aspects of the Creative Hub project.
- Present findings, recommendations, action plans, and financial projections in a professional format suitable for stakeholders and potential investors and integrate their comments . 

4.0 Main Deliverables

The expert will submit the following deliverables in English Language (end products):

  • Concise business plan document outlining project vision, objectives, and basic strategies:.
    • Market analysis report identifying key market segments, competitors, and basic growth opportunities.
    • Simple marketing and sales strategy outlining methods for attracting clients and partners.
    • Basic financial projections including income estimates and basic cash flow forecasts for 12 months.
    • Basic operations plan detailing staffing needs and basic operational procedures.
    • Simple risk assessment report highlighting basic risks and strategies to address them.
    • Executive summary summarizing key findings and recommendations of the business plan
  • Presentation to stakeholders.
  • Final progress report

 

4.0 Qualifications and Work Experience of the Expert

  • At least Bachelor's degree in marketing , Business Administration, Economy, or any related fields.
  • At least 5 years of proven working experience in business plan development for institutions
  • Provide list of sample business plans

5.0 Duration of Appointment:

The expected level of effort of the expert is around 20 working days, within three weeks are foreseen for implementing activities from signing the contract.

6.0 Logistic Support for the Consultant

 SEC will provide information, document, hall for meeting and online meeting software or emergency cases.

7.0 Deadlines for Submitting CVs and Technical and Financial Offers

The deadline for submitting CVs, and Technical and Financial offers by latest 19th of May 2024 (Ramallah Local Time).
