Call for a Consultant - BMZ Feasibility Study Project

World Vision - Jerusalem West Bank and Gaza Office is inviting potential suppliers to submit the Request for Proposal for BMZ Feasibility Study Project. The Tender is opened for any interested companies/ organizations and Individuals. 

 

World Vision- Jerusalem West Bank and Gaza is in the process of applying for a fund from the German Federal Ministry for Economic Cooperation and Development (BMZ) under the title of “Promoting green environment among children and caregivers in Areas B and C in the West Bank”.

The project aims to contribute to the following goal “To Contribute to enhancing community resilience, and/ or the ecosystems on which they rely, through implementing environmental-protection actions in Areas B &C in the West Bank (SDG 13)”. In correspondence with that, the project aims to achieve the following outcome “Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation among vulnerable children and caregivers in Areas B&C”, through targeting 40 communities in Areas B and C.

The project is planned to be implemented in partnership with Palestinian Institute for Biodiversity and Sustainability of Bethlehem University (PIBS), targeting children aged 5-18 and their caregivers.

Through its activities, the project is designed to target the most vulnerable communities located in Area C and B in the West Bank. Almost all areas located in Areas C and B are considered fragile as they struggle to cope with the ongoing dynamics. Communities are deeply affected by rooted fragility making them vulnerable to any shock, especially children. Hence, the need for these communities to become resilient to enable them to improve the well-being of the children and help communities to develop is evident at many levels including social, cultural, educational, health and environmental level. 

The West Bank in general and Area B and C in specific are faced with natural resources scarcity, which constrains livelihoods and development to varying degrees. According to a World Bank report on environmental issues in the West Bank and Gaza, 2020, it states that the inherent scarcity of natural resources is further compounded by increasing degradation of environment and natural resources. Multiple factors contribute to deteriorating conditions of the environment and natural resources. The pressure over limited land, forest and rangeland resources have led to widespread overgrazing by livestock and deforestation through depletion of plant cover via over-exploitation and clearing of woody vegetation for cropland. The politically fragile situation continues with impacts of restricted movement on people and goods affecting the environment negatively since there are limited options for expansion of built-up areas and other livelihood opportunities (e.g., agriculture). in addition to the limited knowledge of the different communities on the measures to be taken to contribute to the protection of the environment.  This degradation and pollution are also tied to the inability of the government to access Area C mainly to provide any services, aside from the fact that the governing bodies, such as the Environment Quality Authority and Ministry of Agriculture (MoA), are generally weak, lack financial resources required to address environmental challenges and thus less structured activities addressing the environmental problems affecting the lives of the vulnerable communities located in Area C and B across the West Bank and thus on the individuals and institutions operating within these communities.

Purpose, objectives and use of feasibility study:

What previous experiences from similar programs/projects, other studies and analysis etc, should be taken into consideration as a basis for this feasibility study in specific and the project in general.
Assess whether project actions are not duplicating but complimentary to other efforts outside of this project;
Assess different variables under the proposed outcome and outputs to validate the project’s proposed intervention logic including the corresponding indicators.
Testing/or constructing the project’s theory of change.
Are there alternatives to the planned project or its subcomponents?
Generate additional relevant data i.e. demographics and related variables which influence or are influenced by the proposed activities
Provide specific recommendations for the implementing organizations with a view to improving planning and execution of the intervention

 

The consultant will be responsible to design the study, including its methodology. Preferred/ possible qualitative and quantitative tools and research methods could be proposed by consultant yet with the purpose of achieving the overall objective of the study. Sample of the study should only include the targeted groups of the proposed project areas (as attached) where it has to state the specificity and sensitivity of each area if exists.

Consultants’ Qualifications

A minimum of 5 years or more experience, with the following expertise, experiences and competency
At least a Master’s Degree qualification in any of the following areas: Protection, Environment, Development Studies, research or similar qualifications from
Experience undertaking similar studies in West Bank areas, mainly area C
Experience leading assessments, feasibility studies or evaluations for European Union funded projects, Germany donor funded projects (GIZ, BMZ or similar donors)
A thorough conceptual understanding of green environment in Palestine
Excellent analytical, interpersonal, communication and reporting skills
Excellent command of written and spoken English

Submission of Proposal:
Interested Companies should submit the following set of documents to participate in the selection process:

 

Administrative Package:
Certified copy of a certificate of business registration
Certified copy of tax registration, tax clearance certificates or similar documents if available
Provide information on ownership structure (Name of directors of the company / Owners and their ID)
List of similar projects executed in last 3 years.
Reference letters from minimum 2 previous clients.

 

Financial Proposal in ILS- The consultant can use any format of budget that best fits the offer, a general format should include the minimum details such as

Detailed cost under each budget heading

Logistics cost

Cost should determine the cost of one unit/ no lumpsums

Technical Proposal- Proposed work plan outlining each activity to be undertaken with a detailed timeframe outlined for each activity including the total timeframe required to complete the required work. CV with cover letter explaining qualification, experience, and competence of the lead consultant. Company Profile and Methodologies to be used.

Deadline for requesting the documents through the specified email is 11 November, 2022. 14:00 P.M Jerusalem Time. All requests received after the deadline will not be accepted.

The tender closing date is stated as 17 November 2022 at 14:00 P.M.
