Call for Experts to Review, Adapt, and Develop Training Modules in Sustainable Cleaner Production (SCP) and Green Energy

Under the SMILE Project

This activity is part of the SMILE: Supporting Major Improvements to Livelihoods in East Jerusalem project, funded by the European Union and implemented by Education for Employment – Europe with Education For Employment – Palestine, Al-Quds University, the Lutheran World Federation, and Bait Byout.

1.  Background

B-CITE (Al-Quds Business Centre for Technology Innovation and Entrepreneurship) and the Centre for Cleaner Production (CCP) at Al-Quds University, in partnership with Education for Employment (EFE), are embarking on an initiative under the SMILE project to strengthen awareness of the Circular Economy and its tools including; Sustainable Cleaner Production (SCP), and Resource Efficiency in Clean Production (RECP), in East Jerusalem and the wider Palestinian context.

This effort involves adapting existing training modules—originally developed by UNIDO and other SCP initiatives—to the local regulatory environment, market realities, and sustainability challenges. Fifteen (15) Palestinian engineers from Al-Quds University, the Lutheran World Federation (LWF), and the Palestinian Engineers Association (PEA) will be the primary beneficiaries, ensuring that the expertise gained is effectively disseminated and applied within local industries and communities.

Additionally, the project requires the development and delivery of an accredited 30-hour technical training programme in Green Energy, covering one of the following topics:

  • Energy Management Systems (EnMS)
  • Environmental Management Systems (EMS)
  • Material Flow Cost Accounting (MFCA)
  • Related Industrial Codes and Standards

 

2.  Objective of the Assignment

The primary objective is to engage qualified experts who will:

  1. Review and Adapt Existing Modules: Tailor internationally recognised SCP materials to local Palestinian needs, focusing on East Jerusalem’s unique context under the SMILE project.
  2. Develop Specialised Training Modules: Prepare comprehensive modules covering the listed SCP focus areas.
  3. Deliver an Accredited 30-Hour Green Energy Training: Provide a certified course in one of the four specialised topics (EnMS, EMS, MFCA, or Industrial Codes/Standards).
  4. Strengthen Capacity of Local Engineers: Ensure 15 engineers from AQU, LWF, and PEA gain the knowledge and practical skills to apply SCP and Green Energy concepts within their respective institutions and projects, thereby supporting major improvements to livelihoods in East

3.  Scope of Work

Under the supervision of B-CITE and CCP at Al-Quds University, and in collaboration with EFE, the selected experts will undertake the following tasks:

3.1  Inception and Contextual Review

  • Kick-off Meeting: Attend an inception meeting with project partners to clarify objectives, expectations, and timelines.
  • Document Review: Examine existing SCP materials, Palestinian regulatory frameworks, and relevant SMILE project documentation.

3.2  Module Adaptation and Development

  • Customisation: Adapt existing SCP modules to reflect local regulatory requirements, industry practices, and sustainability goals.
  • New Module Creation: Develop additional materials as needed to cover all key areas (EnM, EM, RECP, MFCA, CPA, M&T, Circular Economy, Eco-Design, Eco-Innovation).
  • Localisation: Ensure all content is user-friendly and resonates with Palestinian engineers, integrating real-world examples and local success stories.

3.3  Training Delivery and Capacity Building

  • Implementation: Deliver the customised SCP modules and the 30-hour accredited training to 15 selected engineers.
  • Methodology: Use interactive, adult-learning techniques (case studies, group work, site visits if possible) to enhance engagement.
  • Resource Sharing: Provide participants with comprehensive training materials, guides, and references for continued learning and application.

3.4  Monitoring, Evaluation, and Reporting

  • Assessment Tools: Develop pre- and post-training evaluations to measure knowledge gains and practical skill development.
  • Feedback Mechanisms: Collect participant and stakeholder feedback to refine modules and address any identified gaps.
  • Final Report: Compile a summary of activities, outcomes, lessons learned, and recommendations for sustaining SCP and Green Energy initiatives under the SMILE project.

5.Duration and Location

  • The assignment is expected to commence in April 5th, 2025 and spans for 3 months.
  • Primary training sessions will be held in East Jerusalem, Al Quds University facilities, Abu Dees Camp, with possible virtual components if necessary.
  • The final schedule and logistics will be confirmed in consultation with project partners during the inception phase.

 

6.Required Qualifications and Experience

  1. Academic Credentials
    • Advanced degree in Environmental Engineering, Energy Engineering, Industrial Engineering, or a related field.

2.Technical Expertise

  • Demonstrated experience in Sustainable Cleaner Production, Energy Management, or related fields.
  • Familiarity with accreditation processes for training

 

  • Knowledge of international standards (ISO, relevant codes) and local Palestinian

3.Regional and Cultural Proficiency

  • Understanding of the socio-economic and regulatory landscape in Palestine, with emphasis on East Jerusalem.
  • Previous collaboration with local institutions or NGOs is a

4. Training and Facilitation Skills

  • Proficiency in adult-learning methodologies, workshop facilitation, and capacity-building
  • Strong communication skills in English and Arabic (training material is in English).

5. Project Management and Reporting

  • Track record in managing multi-stakeholder
  • Ability to produce high-quality reports, case studies, and other documentation within set
