Capacity Building for Palestinian Ministry of Education on updating the manual on gender mainstreaming in the education system

Purpose of the consultancy

Gender Based Violence (GBV) is a key protection concern in Palestine. Gender-based violence undermines the health, dignity, security and autonomy of its victims, yet it remains shrouded in a culture of silence. Victims of violence can suffer sexual and reproductive health consequences, including forced and unwanted pregnancies, unsafe abortions, traumatic fistula, sexually transmitted infections including HIV, and even death. According to Palestinian Central Bureau of Statistics (PCBS) 2019 Violence Survey, an average of 22% of women are victims of GBV in Palestine; in the Gaza Strip, this percentage increases to 35%.

To provide support in the fight against GBV in Palestine, Alianza seeks to hire a consultant who will design and implement trainings for trainers in the Palestinian Authority Ministry of Education’s Gender Unit (hereafter, EM-GU) to increase the operative knowledge regarding gender mainstreaming. EM-GU by 5 core members and other professional figures defined as “gender coordinators”, employees within the MOE belonging to different departments who come together as a working group to support the Gender Unit. It is represented in the governorate by a committee composed of student counselors and educators, defined as “gender focal points”. The working group has already developed training materials to suit school students aged from 12 to 18 years old so to encourage discussions and activities connected with gender-related concepts from childhood to internalize gender mainstreaming in students’ mindset.

The consultancy will revise and update the current manual involving the EM-GU and provide the working groups with the skills to become in their turn EM trainers and widespread gender mainstreaming approach among the personnel in the schools under the Palestinian National Authority.

The training for trainers, should be designed to support them in:
- Revise the manual for gender mainstreaming and gender-related school-based violence prevention together with the Committee’s members.
- Train committee members and gender coordinators within the MoE to lead discussions about gender mainstreaming.
- Integrate a cross-cutting approach (e.g.,PwD, students from disadvantaged suburbia) in the gender mainstreaming strategy.

Upon completion of the training, the participants must be able to apply the knowledge acquired in their work.
