Communication Strategy Expert
- Background:
The Palestinian Circus School (PCS) is a nonprofit, non-governmental organization registered with the Palestinian Authority since February 2007. By teaching, creating, performing, and programming circus arts, the Palestinian Circus School strengthens the creative, social and physical potential of Palestinians, seeking to engage and empower them to become constructive actors in society and raises local and international awareness about the Palestinian potential and its different challenges.
2. Objectives:
As part of the Drosos project "Circus Arts for Socio-Economic Development in Palestine, PCS is seeking to contract a Communication Strategy Expert who will work closely with the PCS team to design a robust communication strategy with the following objectives:
- Define and strengthen PCS's communication goals, including awareness-raising, audience engagement, and enhancing visibility.
- Provide a strategic framework for communicating key messages aligned with PCS’s mission and values.
- Engage key target audiences, including donors, partners, and local communities, through consistent and effective messaging.
- Support PCS’s outreach and fundraising efforts by developing content strategies that attract potential donors and partners.
- Enhance the overall brand presence and social media engagement of PCS locally and internationally.
The communication strategy Expert requires a tailored approach that takes into account the unique nature of the cultural sector. PCS has specific goals related to artistic expression, community engagement, cultural preservation, and social impact. Therefore, the strategy should encompass various elements that support both the artistic and organizational objectives.
- Key Responsibilities:
The Communication Strategy Expert will be responsible for the following tasks:
- Conduct a Communication Audit:
- Review current communication practices, materials, channels, and impact.
- Assess current audience engagement and identify gaps or opportunities for improvement.
- Evaluate PCS’s current branding and messaging consistency across different platforms.
- Develop a Comprehensive Communication Strategy:
- Design a communication strategy that outlines clear objectives, key messages, target audiences, and communication channels.
- Identify strategic opportunities for media relations, social media engagement, and content creation.
- Create a timeline for strategy implementation, including actionable steps and key milestones.
- Resource assessment: Estimate the resources (time, budget, personnel) required to implement the strategy effectively.
- Provide Branding and Messaging Recommendations:
- Ensure that the communication strategy aligns with PCS’s brand identity and core values.
- Develop clear, compelling messages that resonate with different audience segments.
- Define how PCS can uniquely position itself in the Palestinian and international cultural landscape.
- Support Fundraising and Outreach Goals:
- Provide guidance on how to integrate fundraising messages into PCS’s communication strategy.
- Recommend approaches for donor communications, including storytelling, impact reporting, and donor engagement tactics.
- Advise on strategies to build and maintain relationships with key stakeholders, including international bodies, media, and partners.
- Target audience specifics: identify the different types of donors and stakeholders, including foundations, individuals, and institutional donors. Highlight priority audiences to tailor content and channels effectively.
- Digital and Social Media Strategy:
- Advise on best practices for using social media to increase engagement and reach.
- Recommend content strategies for platforms like Facebook, Instagram, YouTube, TikTok, and LinkedIn.
- Suggest ways to use video, storytelling, and visuals to amplify PCS’s mission and impact.
- Recommend priorities for social media channels based on the available resources to ensure realistic and sustainable engagement.
- Training and Capacity Building:
- Offer guidance to PCS staff on how to implement the communication strategy effectively.
- Provide recommendations or brief training materials for internal teams on communicating PCS’s message consistently.
- Reporting and Evaluation Framework:
- Define KPIs (Key Performance Indicators) and metrics to measure the effectiveness of communication efforts.
- Provide a final report with recommendations for ongoing improvements and future communication initiatives.
- Required Qualifications and Skills:
- Education: Master's Degree in a relevant field (Communication, public relations, journalism, etc.)
- Experience: Minimum of 10 years of experience in communication strategy development, particularly in the non-profit or cultural sectors.
- Skills and Competencies:
- Proven expertise in designing and implementing communication strategies.
- Strong understanding of branding, messaging, and content creation.
- Experience with digital communication and social media strategies.
- Excellent writing and editing.
- Ability to analyze data and generate actionable insights.
- Understanding the Palestinian context or experience working with organizations in the region is an asset.
- Proficiency in both English and Arabic (written and spoken) is required.
- Deliverables:
The Communication Strategy Expert will deliver the following outputs:
- Initial Assessment Report: An analysis of current communication efforts, identifying strengths, weaknesses, opportunities, and challenges.
- Communication Strategy Document: A comprehensive strategy, including vision and mission, objectives, target audiences, key messages, recommended channels, branding guidelines, and KPIs.
- Training Materials: Any relevant training documents or guidelines for PCS staff to implement the strategy effectively.
- Evaluation Framework: A report outlining how to measure the effectiveness of the communication strategy, including KPIs and monitoring tools.
- Final Report: A summary of the consultant’s work, outcomes, and recommendations for future communication efforts.

- Application Process:

9. Financial offer
- Prices are offered in NIS, include VAT.
- The supplier must have a valid deduction at source. In the absence of the valid deduction at source, 10% of the amount's value will be deducted and supplied to the income tax.
- The offer is valid for one month from the date of receiving the offer.
- Payment is made once with a maximum of one month from the date of submission of the tax invoice or payment request. A bid that arrives after the specified date and time will be disqualified.
- Stamp and sign the quotation with the company's stamp (if valid).
- The association is not obliged to the lowest prices.
- The association has the right to cancel the price offer without giving reasons, cancel some items therein, and reduce them to reach the approved budget, or split it.
