For Conducting Industrial Sector Needs  Assessment 

MOUSTADAMA Programme, Palestine CleanTech Innovation Program 

MOUSTADAMA is implemented by the United Nations Industrial Development Organization  (UNIDO) and funded by the European Union (EU), in partnership with the Ministry of National  Economy (MNE) and in cooperation with the Palestinian Energy and Natural Resources Authority  (PENRA) as national counterparts. The fourth component of the MOUSTADAMA project aims to  foster innovation and entrepreneurship in the clean technology sector. 

As a part of its 4th component, the MOUSTADAMA Programme supports an annual business  innovation competition focusing on clean energy innovations and solutions. Start-ups and  entrepreneurs can participate and be enrolled for an intense and comprehensive mentoring and  coaching program in which they can further develop their clean energy and clean technology ideas.  The selected entrepreneurs participate in a 16-week acceleration phase that includes business  clinics, webinars, continuous mentorship, mock judging, and a final pitching event. Assistance from  local and international experts will provide advice and guidance to innovators on product design  and prototyping, while business advisory services will help the entrepreneurs and start-ups to bring  their products to local and international markets. 

The competition is open to Palestinian innovators who have new cleantech business ideas, proof  of concepts, protypes, and/or products. The three specific areas for product development include  Energy Efficiency (EE), Renewable Energy (RE), and Water-Energy Nexus. Entrepreneurs with  established cleantech related companies, but limited funding, also can take part. The three best  innovative technical/business ideas will be awarded up to 25,000 Euro and as many as three  national winners will be selected to participate in the Global Cleantech Innovation Programme  (GCIP) annual Global Business Forum to be held in Silicon Valley and/or other global events. 

Industrial sector needs assessment Consultant (s) / firm 

The MOUSTADAMA Programme engaged with three local organizations (The Indian Palestine  TechnoPark - PTP, Al-Quds University – B-Cite, and the Gaza University) to successfully implement  the Palestine CleanTech Innovation Program in the Gaza strip and the West Bank. The  organizations hosted the 1st edition of the Palestine CleanTech Acceleration Program and received  a series of capacity development activities to boost their capacities and further engagement into  the introduction of the Clean Technology Sector in Palestine. For the 2nd edition, the Palestine  Techno Park (PTP) is seeking expert(s) / local firm to conduct the industrial sector needs  assessment to identify the industry problems related to energy and energy saving. 

Industrial growth in Palestine is stifled by high electricity prices and persistent energy shortages.  Energy accounts for 40 percent of production costs. The demand for power in the West Bank  outpaces supply, and Gaza has fewer an average of 10 hours of electricity a day for its critical  services. MOUSTADAMA addresses some key challenges faced by Palestinian industries in terms  of energy supply, access, consumption, technology, and long-term energy stability and

sustainability. It works to improve energy conservation practices and encourages the use of  renewable energy solutions. Its holistic approach, that considers both supply and demand aspects  of energy management, integrates the development of new design and maintenance of RE/EE  technology with the use of sustainable energy guidelines and the promotion of local cleantech  innovation and entrepreneurship. 

Industrial sector needs assessment - What we are looking for? 

• As part of the MOUSTADAMA Programme activities, high potential industrial sectors have been identified in both the West bank and the Gaza strip, as following: 

o The West Bank: The top three ranking sectors are (1) Food (2) Furniture and (3) Metal.  These sectors represent a significant portion of industrial output, employment and  economic activities in the West Bank. They show high potential for energy and  financial savings from EE, RE or both. Given the large number of enterprises in these  sectors, the potential for scaling up best practices is significant and makes them  attractive for awareness raising and technical assistance activities. Furthermore, the  enterprises in each of these 

o sectors are geographically clustered, which lowers the cost of knowledge  dissemination and improves the chances of peer-to-peer learning. 

o The Gaza Strip: The top three ranking sectors are (1) Construction Materials, (2) Food  and Agribusiness, and (3) Garment. These sectors represent significant importance  in terms of the economy, energy optimization potential, and employment. Given the  fact that the Gaza Strip is relatively small geographically, enterprises in each of the  sectors are located close to each other and geographically clustered, which acts as  an advantage in sharing knowledge, experience, and RE/EE solutions. 

• The main purpose of the industrial sector needs assessment is to be used as a tool for the  idea’s generation for the upcoming activities in late March and April (i.e. Planned CleanTech  Hackathons, Workshops, Webinars and boot camps).  
• The industrial sector needs assessment should be conducted with major focus on the above mentioned industries’ representatives, members, respective government agencies, and  relevant non-governmental organizations in both West Bank and Gaza strip. 
• A questionnaire for conducting the interviews with the mentioned organizations stakeholders should be developed and documented.  
• The assessment and the interviews should identify what are the industries’ technical energy  related problem and needs, as focusing on cost and savings, materials (basically areas of  problems that may bring opportunities for interventions by cleantech ideas) 
• The interviews should not focus on the Ecosystem as a Generic issue. This continues to be  covered by UNIDO for support and activation. Key findings to date will be shared with winning  bidder.  
• The focus should be at the industry level (as a sample, and not limited to:) o For example, the level of satisfaction for any (RE) renewable energy or (EE) energy  efficiency systems/solution, system performance? Problems, and the CleanTech etc.

o Another example if the factory is not using any renewable energy or energy efficiency  related solutions? Are they interested to use renewable energy or energy efficiency  systems/solution? If yes, why they are not using yet?  

• The industrial sector needs assessment should assess if the factories are interested in using  innovative cleantech solution, would they be interested in testing (and possibly buying) the  Cleantech Program’s startups solutions at their factory.  
• The Industrial Sector Needs Assessment should identify the targeted sub sectors existing  problems, existing and potential market demand for innovative energy related solutions.    

Duration and Important Dates 

• Duration of completion of the report is Maximum 3 weeks. 
• Deadline for submission of the complete initial result of the Industrial Sector Needs  Assessment should be maximum by Thursday, March 26th, 2022, while the final completed  report should be submitted no later than April 10th, 2022. 
• The initial results/finding is highly important for a set of planned MOUSTADAMA activities  in late March and early April. 
• All interviews should be completed before the submission of the initial results.  

Submission of the final report 

• The deadline for submitting the final report is April 7th, 2022.  
• All communication and activities may be conducted in English language, while all reporting  must be in English (with a briefing summary in Arabic of key highlights and results) and in  open digital formatting (original open files). 
• All activities conducted under this assignment and results are the for the sole ownership  of the MOUSTADAMA Programme by UNIDO Palestine.  

Estimated Budget  

• The maximum estimated budget is EUR 11,377 lump sum. 
• All reports, results and deliverables are subject to UNIDO’s approvals and belongs to  UNIDO.
