 Terre des hommes (Tdh) Palestine delegation is seeking to contract a professional national trainer/s (individual consultancy), who display the human, ethical and technical capacities to conduct training sessions for Child Protection Networks (CPNs) on the developed guidelines on Child Protection Case Management Guidelines.

Organization and Context background information

Terre des hommes (Tdh) is a leading Swiss child-relief agency with a strong mandate worldwide on restorative child justice, which accumulates over 40 years of experience in the Palestinian context. Tdh is a well-recognized actor in Palestine with a long and fruitful collaboration vis a vis justice stakeholders and national institutions on the policy, capacity building and specialized service provision components, chiefly. The Access to Justice Program (A2J) has been implemented in Palestine since 2010.

Terre des hommes is committed to delivering sustainability and impact for lasting change in the conditions of vulnerable children. Tdh primarily focuses on child protection, Specific interventions contribute to strengthening protection mechanisms for children victims of violence, abuse, neglect and exploitation.

Under the Sawasya Program, funded by UNICEF, which aims at advancing the rule of law, gender justice and human rights, Tdh aims at contributing to develop and improve child protection and child justice systems. This is through revising and updating the National Child Protection Referral Guidance and developing child protection case management technical guidelines, upgrading the capacities of case managers and child protection counselors as case managers for children. This will be done in relevance with the past and existing Ministry of Social Development (MOSD) interventions and especially in consultation with the emerging main Case Management System within social protection. In addition to that, Tdh will build the capacities of Child Protection Networks members (CPNs).

 

     1    RATIONAL AND PURPOSE OF THE ASSIGNMENT

Tdh with consultation and cooperation with MoSD and support of UNICEF through sawasya program, has developed Child Protection Case Management technical guidelines which provides a general framework of agreed principles, considerations, steps, and procedures for effective child protection case management in line with the Minimum Standards for Child Protection in Humanitarian Action (CPMS) and the Inter Agency Guidelines for Case Management and Child Protection organizations and governmental entities providing care for children, the whole process has been implemented in consultation and alignment with the main national MOSD’s case management system.

In this regard, several intensive trainings have been conducted on the developed CP case management guidelines for the Child Protection Counselors and Family Case Managers at the MoSD by Tdh MHPSS specialist. Therefore, to complement the capacity building for other relevant actors providing case management services, Tdh intends to conduct trainings on the developed case management guidelines for the Child Protection Networks (CPNs) at all the governorates of the West Bank, so that one joint training is held for every two networks; with six trainings for all twelve CPNs.

The training sessions aims at achieving the following objectives:

  • Enhance the knowledge of the CPNs participants about CP case management methodology.
  • Develop their skills in using CP case management steps, process and forms.
  • Improve their ability to assess risk levels and the required response.
  • Promote their positive attitude towards CP case management ethics and principles.

 

  • SCOPE OF WORK, TASKS AND METHODOLOGY
    • Scope and Tasks

The contracted trainer will be undertaking the following tasks in consultation with Terre des hommes:

  1. Develop a training material (one module) suitable for 2 days training (Power Point presentations and exercises) in consultation with TDH Technical team and based on the CP case management technical guidelines which has been previously developed by Tdh, MoSD and UNICEF through sawasya program. These materials should be in Arabic and to be delivered to Tdh before 10 days of the trainings. This is to cover the training objectives mentioned above.
  2. Develop pre-post tests based on the training materials.
  3. Deliver 12-days training for 12 CPNs; every 2 CPNs will be in a joint locality; which means the total trainings required to be conducted are 6 training sessions for two days each in 6 localities; with 25 participants in each; every training will be for 2 days.

The trainings will be conducted in the North of the West Bank (Nablus), Center West Bank (Ramallah) and South of the west bank (Bethlehem).

  1. deliver training report including pre-post test

The trainer should achieve the following objectives through the training:

  1. Introduce CPNs’ participants to the case management steps, principles, concept, and procedures according to the CP case management guidelines.
  2. Present case studies to discuss challenges and best practices in case management.
  3. Provide CPNs participants with knowledge and educate them about developed CP case management guidelines including referral to other needed services, roles and responsibilities and coordination among each other.
  4. Submit a training report (In Arabic and English Language) that summarizes the pre-post results and level of improvement.
  • Methodology

The training will be based on active participation and includes PowerPoint presentations, group work, sharing of experiences, exercises, and plenary discussions. This methodology shall be based on the CP case management technical guidelines which have been developed by Tdh.

  • SUBMISSION OF PROPOSALS

Interested trainers are expected to submit a detailed proposal (technical and financial proposal), explaining how they meet the required knowledge and skills set, with the following components:

  • Proposed work plan and training outline including the methodology to conduct the training for CPNs in every locality. (in Arabic or English)
  • Prices are exclusive of value added tax.
  • Prices are to be submitted in NIS and are valid for 30 days starting from the applications’ closing date.
  • The transportation to trainings localities should be included in the price offer.
  • CV/s of the trainer/s who will undertake the trainings including three references.
  • TIMEFRAME AND WORKING DAYS

The work will be concluded in a period of 12 working days over two months; including preparation of training material and the training report. The trainings will be coordinated by the project manager with the MoSD.

  • QUALIFICATIONS OF THE TRAINER

Preference will be given to applicants who have proven experience in undertaking tasks of similar size. The following qualifications are essential:

  • University degree in a relevant field (i.e. social sciences, social work, psychology or other related degree).
  • Demonstrating experience in delivery and conducting trainings, a plus for conducting trainings specifically on this topic.
  • Theoretical and practical expertise on child protection and case management.
  • Previous experience of work in the child protection sector in West Bank.
  • Proven sound experience on working with children’s survivors of violence, neglect, abuse and exploitation.

6      ETHICAL CONSIDERATIONS

  • The trainer must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.
  • Particular requirement: No person performing any task for or on behalf of Terre des hommes must in any way be involved or associated with the abuse or exploitation of children as described in the Terre des hommes’ Child Safeguarding Policy.
