Invitation to Tender
EDUCAID is an international organization, with headquarters in Italy, operating and regularly registered in Palestine since 2003. EDUCAID has received a grant from the European Union under the East Jerusalem Program under contract number ENI/2022/431-785 with co-financing from Regione Emilia Romagna project PR.I.D.E. under contract number CUP n. E24D23001560009 and from AICS IN.P.U.T. project under contract number AID 12273/01/1 and 12273/01/2.
EDUCAID invites eligible contractors to submit their bids for the contract Construction and maintenance works for the rehabilitation and accessibility of targeted schools in the east Jerusalem area. Publication Reference: PAL/PS/3-2024 according to the following conditions:
- The Tender is open for Palestinian Contractors who are qualified in Building or/maintenance building and, have provided similar projects executed over the past 5 years.
- Eligible contractors shall be legally registered for taxation purposes with the Palestinian Ministry of Finance or/and registered in Jerusalem under the Israeli Ministry of Finance (this project is VAT exempted under the Palestinian Ministry of Finance. Contractors under PA must provide valid income tax and at source deduction certificate).
- Eligible contractors can obtain Tender documents from EDUCAID offices at EDUCAID-Ramallah office, fifth floor, Al-Qasr building, Al-Masyef, Emile Touma St. no. 12, or at EDUCAID Jerusalem office, city of Jerusalem, Beit Hanina - Mafrak Al Dahyeh. Starting from Wednesday the 18th of December 2024 at 11:00 am (local time of the Palestinian Territory).
- The last day to distribute Tender documents is Thursday the 31st of December 2024, at 2:00 pm. Office hours are from 9:00 am until 05:00 pm - Sunday to Thursday.
- Filed Visits to the targeted schools will be conducted on Sunday, Monday and Tuesday the 5, 6 & 7th of January, 2025.
- A clarification meeting will be held at the EDUCAID office in Ramallah on Thursday the 9th of January at 11:00 am.
- Eligible contractors should submit their offers in a sealed envelope no later than Thursday the 16th of January 2025 at 2:00 pm.
- The tender opening session will be at the EDUCAID Ramallah office on Sunday the 19th of January 2025 at 11:00 am.
- EDUCAID is not obliged to accept the lowest price
- EDUCAID has the right to postpone, divide, cancel or extend the tender.
- The schools objective of this tender are 22 schools divided into two lots (West Bank & Jerusalem city), tenderers can choose to participate in only one lot or two lots together. First Lot (West Bank) includes 6 schools located in Al-Ram, Al-Eizariya, and Shufat Camp. Second Lot (Jerusalem city) includes 16 schools located in Beit Hanina, Ras al Amood, Beit Safafa, Sur Baher, Wadi Al Jouz, Nabi Samwil, and Al Tour.
- Tender book fees is 50 Euro for each lot to be paid by bank transfer to EducAid account in Bank of Palestine.
- The bidders must provide a check or bank guarantee, valid for (90) Ninety days from the date of the last day of submission of bids and made available to EducAid of (5% of the Bid Amount) as a bid entry guarantee.
- Announcement fees will be paid by the tender winner.
- For transparency and equal evaluation of tenders, BoQ and tender pricing must be without VAT.
- Providing official tax invoices; zero VAT invoices for contractors registered under the Palestinian Ministry of For contractors based and registered in Jerusalem under the Israeli Ministry of Finance the invoices must include VAT.
- Eligible contractors must have the ability to work in Jerusalem and any permits needed are their own sole responsibilities
