1. Background

The Palestinian Circus School (PCS) is a nonprofit, non-governmental organization, which was established in 2006 and is registered with the Palestinian Authority since February 2007. By teaching, creating, performing and programming circus arts, the Palestinian Circus School strengthens the creative, social and physical potential of Palestinians, seeking to engage and empower them to become constructive actors in society and raises local and international awareness about the Palestinian potential and its different challenges.

The Palestinian Circus Association is seeking consultation regarding establishing a unified system for circus employee development and evaluation and creating and revising each employee's assignments.

2. objectives

The Palestinian Circus Association is seeking consultation regarding the review of its human resources capacity development and appraisal system, along with related policies.

This document serves as the Terms of Reference for the consultant and outlines the scope of services required, as well as the expected outputs/deliverables within the designated timeframe for the assignment.

3. Scope of Services

In realization of the objectives of the assignment, and in close cooperation with PCS team, the scope of work will be as follows:

The consultant will review and enhance existing systems, policies, and forms related to human resources appraisal and development plans (competency-based), as well as feedback mechanisms. Additionally, the consultant will support PCS management in assessing the competencies of 12 employees and in creating individualized development plans for each employee for the next five years, based on their job descriptions.

This assignment will be implemented starting on the day of signing the contract and ending on the 31st of January 2025.

6. level of effort

The consultant is expected to accomplish the tasks associated with this assignment within the designated timeframe and for an estimated input of time and effort up to 8 working days.

7. other terms

All tasks are to be prepared in close with the financial and administrative department.
The supplier must provide a valid deduction at source certificate. If the certificate is not provided, 10% will be deducted from the total amount and submitted to income tax.
The “outputs” of the assignment will be considered as “deliverables” upon the approval of financial and administrative department.
