TITLE: CONSULTANCY SERVICE FOR: PROGRAM MID TERM EVALUATION
Oxfam is a registered International Non-Governmental Organization. It is a member of Oxfam International, an international confederation of 17 organizations working together in 98 countries with partners and other allies around the world.
Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship.
Under the third phase of Australia’s Middle East NGO Cooperation Agreement (AMENCA 3) program, that is being implemented by different international NGOs and local partners consortia, and through a strategic partnership with the Department of Foreign Affairs and Trade (DFAT), OXFAM launched the program “Improving Palestinian small-scale producers’ access to and power in high value fruit, and small ruminant value chains” in April 2016. The program is implemented in both West Bank and the Gaza Strip. The studies and analysis that have been produced during the inception phase – from 1st April to 31st July 2016 - have provided greater clarity on systematic constraints, geographical focus and target beneficiaries, and specific commodity value chains.
Oxfam are conducting a bidding process and invites your submission of a proposal to provide Oxfam, within their requirements, for:
CONSULTANCY SERVICE FOR: PROGRAM MID TERM EVALUATION
The purpose of the external midterm evaluation is to assess major results and to support DFAT, OXFAM and partners to review program progress against the planned outputs and outcomes and provide concrete recommendations for scaling up existing interventions, designing future interventions and continuation of the program. This Mid-Term evaluation will provide inputs for DFAT’s Mid-term Evaluation of the entire AMENCA 3 Program.
Participation in this bidding process is governed by the conditions detailed in the RFQ Dossier.

The deadline for the requesting the RFQ Dossier is 14/10/2018 at 3pm (Jerusalem time)
The deadline for submission of bids is 18/10/2018 at 11am (Jerusalem time) upon conditions in the RFQ dossier.
Responses (Offers) shall be sent only to ([email protected]) without ccing any other emails. Any offers sent through other channels will not be considered.
Oxfam does not bind itself to award the tender to the lowest offer and reserves the right to accept the whole or part of the tender.
