Terms of References (TORs) for Expression of Interest to 

Develop an Admin Manual for Agro-food SMEs

1.0 Background: 

The Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 as a project within the framework of GIZ Private Sector Development Project. In 2008, SEC officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is serving Palestinian Micro, Small and Medium Enterprises (MSME), entrepreneurs, and social enterprises (including cooperatives).

Currently SEC is implementing the “project in partnership with Drosos Foundation entitled “Agro-processing in Palestine -Supporting SMEs and Entrepreneurship for Youth. Under this project intervention, SEC is looking for a professional consultant to develop a customized admin manual for each 7 SMEs to build their administrative capacity to run their businesses effectively. 

2.0 Purpose:

SEC is seeking expression of interests from suitably qualified resource person/s to assist participating SMEs in the project to develop customized administrative manuals. 

The specific objectives of this TORs are to: 

• Develop a standard comprehensive administrative manual for SMEs
• Develop a customized administrative manual for participating SMEs (7 SMEs). 

3.0 Scope of work:

The consultant  /expert will work closely with SEC staff and SMEs, and program  during the assignment period. 

The administrative manuals will include but not limited to the following topics: 

• Administrative policies and procedures
• Administrative officers
• Human Resources
• Hiring policy, 
• Classification of salary administrative,
•  Attendance and leave, 
• Condition of employment, 
• Employees’ benefits, 
• operation policy
• Other relevant topics asked by the SMEs. 

The language of the manual shall be in Arabic. 

4.0 Tasks to be performed but eh Consultant: 

The consultant is expected to carry out the following activities: 

1. Review of reports developed by the project team on each participating SME, including the diagnostic report and development plan 
2. Conduct field visits for all targeted SMEs in the West Bank 
3. Collect and review all existing administrative documents applied by SMEs
4. Develop a standard administrative manual in Arabic language  
5. Present the standard administrative manual to Project management (SEC and Drosos)
6. Develop a customized administrative manual for each SMEs in total 7 customized administrative manuals for 7 SMEs 
7. Present the developed manuals to SMEs and get their feedback if any 
8. Develop final customized administrative manuals 
9. Receive a written approval from each SME that they accept the developed manual 
10. Develop a finial narrative report.  

5.0 Qualifications and Work Experience of the Expert 

It is expected that the consultant that will develop the administrative manuals shall provide the following expertise:

• At least a master’s degree in Business Administration, Management or a related discipline 
• At least 5 year working experience 
• At least 5 years of experience in administrative manuals . 

7.0 Duration of Appointment: 

The expected level of effort of the expert is around 14 working days, within two months’ time are foreseen for developing administrative manuals from signing the contract. 

8.0 Logistic Support for The Consultant by SEC

 SEC will provide information, and documents on SMEs. The consultant will be responsible for covering the transportation costs, coordinating with SMEs, other costs might occur due to the assignment. 

9.0 Deadlines for Submitting CVs and Technical and Financial Offers
