Consultant to Develop an Anti-Corruption Policy
Introduction
The Palestinian Farmers’ Union (PFU) in partnership with NPA, are implementing a project titled “Civil Society to Increase Food Security and Reduce Hunger 2023” which aims to build the resilience of small-scale farmers and livestock breeders who have been impacted by a layer of challenges, including risk of confiscation by Israeli occupation authorities, COVID-19, the Russia-Ukraine war. Through the project, PFU seeks to contribute to the income generation and food security of vulnerable farming families and livestock breeders through direct assistance to improve and protect their livelihoods.
There are two inter-related outcomes that will be targeted: (1) Enhanced livelihoods and strengthened presence on land of small-scale farmers and livestock breeders through the provision of seeds for resilience and agricultural inputs/ tools/equipment, (2) Strengthened CS has the capacity to better implement projects that increase food security, reduce hunger, and address the climate change crisis.

PFU is a dynamic organization that is committed to the sustainable development of agriculture, small-scale farmers, and vulnerable communities. With a focus on enhancing livelihoods, defending farmers’ rights, and fostering community resilience, PFU has been actively engaged in implementing various projects and programs for the benefit of vulnerable small-scale farmers.
As part of our commitment to maintaining the highest standards of integrity, we recognize the need to establish an Anti-Corruption Policy. Over the years, PFU has played a pivotal role in empowering small-scale farmers, promoting environmental sustainability, and fostering community development. However, as the scale and impact of our initiatives grow, so does the need for a robust framework to address the potential risks associated with corruption. The agricultural sector, while crucial for community livelihoods, is not immune to challenges such as mismanagement of funds, unethical conduct, and fraudulent practices. The nature of our work involves extensive collaboration with local communities, government agencies, and international partners. This complexity presents unique challenges, including the risk of corruption in procurement processes, financial management, and project implementation.
As an organization committed to transparency, accountability, and ethical conduct, PFU is seeking a qualified consultant to develop a comprehensive Anti-Corruption Policy which is crucial to navigating these challenges effectively.
Purpose of the Consultancy
The purpose of this consultancy is to establish a robust framework for combating corruption within PFU. The consultant will collaborate closely with key stakeholders to create a policy that aligns with international best practices while addressing the unique challenges within the agricultural sector.
