Overview:

The Association of Palestinian Local Authorities (APLA) founded in 1997, APLA is an independent organization mandated to represent and lobby for the collective interests of Local Government Units (LGUs) by supporting capacity building among local governments, facilitating exchange of knowledge and best practices, and serving as vehicle for dialogue between the central government and LGUs. 

Project Brief:

APLA signed a grant contract with the European Union (EU) on 12 December 2021 with total EU contribution of € 1.9 million to implement the project (APLA’s Multiannual Action Plan (MAAP) 2021-2025. ENI/2021/425-904). This project has been designed to strengthen LGUs collaborations on service delivery and local participatory development, and improve contributions to territorial integration, particularly in Area C. Specific objectives of MAAP are aligned to APLA’s strategic plan and aims to support the role of APLA as LGUs representative and dialogue partner with the Palestinian Authority, to support the role of the LGUs in the building process of future State of Palestine. 

Accordingly, APLA intends to apply part of this grant for contracting a qualified Firm (Company) who has the needed experience and skills to carry out this assignment. 

The Main Objective of The Assignment:

In order to encourage the Palestinian citizens to increase their participation in the coming local elections in Palestine, which supposed to take place before the end of March 2022, and in order to increase APLA’s visibility for the members and other stakeholders, APLA tends to execute a Media Campaign through the Tender “Implementation of the 2022 Local Elections’ Campaign (Design & Promotion of Billboards & Social Media), that covers the largest possible area. The campaign includes: 

  1. Design, print and advertise for selected themes using billboards with different sizes and in different locations in the major cities in the west Bank. 
  2. An online Media Campaign using the social media platforms, especially Facebook and YouTube. The online campaign includes deign, produce, publish and promotes different deigned posts and photos, animated Facebook posts, and videos.

In this regard, APLA is seeking to recruit a firm who have the needed experience and skills to provide the following Services as described in Term of Reference (Annex 1) and Financial Offer (Annex 2).

RFPQ’s Conditions:

  1. Interested eligible firms may obtain further information and inspect the bidding document through the website of the APLA at (https://www.apla.ps/library).
  2. Clarifications and technical inquiries can be obtained from the Association of Palestinian Local Authorities (APLA), Communication Coordinator, Nadine Nakhleh: [email protected], +970 (2) 2960712 ext 12, during office hours (Sunday to Thursday, 8:00 AM to 04:00 PM) at the address given below from 14 Feb. 2022 to 22 Feb 2022.
  3. The RFPQ’s documents in English may be purchased by interested firms during office hours (Sunday to Thursday, 8:00 AM to 04:00 PM) from 14 Feb 2022 to 22 Feb 2022, upon a nonrefundable fee of (200 NIS). The fees shall be paid in advance in APLA’s bank account mentioned below. 
  4. Offers (only the stamped and purchased version) must be hand-submitted in sealed envelopes and delivered to Ms. Lina Abu Obaid, the Administrative Assistant at the address below on or before 12:00 PM. of 23 Feb 2022. Late offers will be rejected. Electronic offers will not be permitted. The accepted documents to be received by APLA are only the purchased and stamped (by APLA Stamp), and no other versions are accepted.
  5. The prices must be in (Euro). Grant is VAT exempted; bidders have to price with zero VAT.
  6. Offers shall be valid for a period of 30 days after offers’ submission deadline and must be accompanied by a bid security or a certified bank check of 500 Euro.  The Bid Security should be valid for 30 days after the offers’ submission deadline date.
  7. Publishing and advertising fees of the RFPQ on who wins the tender.
