Develop a Gender Mainstreaming Policy
Background & Introduction
The Palestinian Farmers’ Union (PFU) in partnership with NPA, are implementing a project titled “Civil Society to Increase Food Security and Reduce Hunger 2023” which aims to build the resilience of small-scale farmers and livestock breeders who have been impacted by a layer of challenges, including risk of confiscation by Israeli occupation authorities, COVID-19, the Russia-Ukraine war. Through the project, PFU seeks to contribute to the income generation and food security of vulnerable farming families and livestock breeders through direct assistance to improve and protect their livelihoods.
There are two inter-related outcomes that will be targeted: (1) Enhanced livelihoods and strengthened presence on land of small-scale farmers and livestock breeders through the provision of seeds for resilience and agricultural inputs/ tools/equipment, (2) Strengthened CS has the capacity to better implement projects that increase food security, reduce hunger, and address the climate change crisis.
Context Analysis
Palestinian women face a multitude of external and internal obstacles that impinge on their ability to fulfil their human rights to access, own, and control land and other productive resources. According to the OECD (2019) global report, Palestinian women face a high level of restricted access to productive and financial resources.
Women’s equal participation and leadership in decision-making processes at every level and in every sector are fundamental to attempts to eliminate not on gender-based poverty, but also contribute to gender mainstreaming. Women’s presence in significant numbers of elected bodies and in economic institutions can result in more equitable policy outcomes because it is likely to encourage policymakers to give more attention to issues affecting women, such as equal pay, better conditions of employment, childcare, violence against women, and unpaid labour.
PFU recognizes the importance of gender equality and is committed to fostering an inclusive environment that promotes the full and equal participation of all individuals. In line with this commitment, PFU is seeking a qualified consultant to develop a comprehensive Gender Mainstreaming Policy that ensures the inclusion and empowerment of all stakeholders, with a focus on the unique challenges faced by women in agriculture.

Developing a Gender Mainstreaming Policy that not only aligns with PFU’s strategic framework but also addresses the specific gender dynamics within small-scale farming and livestock breeding communities.
Conducting an in-depth gender analysis, integrating gender-responsive strategies, and providing practical recommendations for the seamless integration of gender considerations into the office and field.
Please submit the proposal (separate technical & financial offer) and requested documents by inhaled envelopes to the Palestinian Farmers Union headquarters (al-Bireh, close to the representative office of the Netherlands) no later than the 20th of December 2023
