Developing a Case Study and a Fact Sheet on the Impacts of Foot-And-Mouth Disease (FMD)

Background 

The Palestinian Farmers’ Union (PFU) in partnership with OXFAM, is implementing a project titled “Power of Voices Partnership” funded by the Dutch Ministry of Foreign Affairs, which aims at increasing the accountability of government, responsiveness, and fairness through implementing better mechanisms, related to agriculture policies to realize farmers’ aspirations and rights. Through the PVP project, we seek to contribute to achieving sustainability for the Palestinian farmers and increasing their awareness on rights, means of realization of their rights, and monitor the government’s failures in implementing agricultural policies that will have positive repercussions on the long run.

There are three inter-related outcomes that will be targeted: (1) Strengthened Civil Society (CS) collects evidence of rights abuses/support communities, (2) Strengthened CS has capacity to improve (inter)national norms, (3) Strengthened CS mobilized the public to influence governments.

 

Foot-and-mouth disease (FMD) is a highly contagious vesicular disease that is caused by the FMD virus. The disease affects wild and domestic cloven-hoofed animals, including cattle, swine, sheep, and goats (Transboundary and Emerging Diseases). The first cases of FMD in the region were recorded between November 4 and November 21, 2021, in Jordan. Outbreaks were reported in cattle, sheep, and goats in three provinces, Amman, Mafraq, and Irbid. The first cases of FMD were recorded in Palestine around the same time, first being recorded in Al Hadedya, Tubas. The outbreak spread to neighboring farms in al-Hadedya in December 2021 and then continued to spread across the entire Jordan Valley. The virus is suspected to spread to Palestine from Jordan through wild pigs and deer. The disease is most prevalent in the Jordan Valley, affecting goats, sheep, and cows. The focus of infection includes three areas in the Jordan Valley: Hadedya (with more than 400 deaths among sheep and goats), Ein Al Helwa (approximately 140 deaths among cows), and Nasareya (no official data has been recorded). Although the focus of the outbreak is in the Jordan Valley, cases of FMD have been recorded in Balaa, Tulkarem, and other farms in the West Bank.

 

PFU is seeking a consultant/company who will be responsible for:

  1. developing a Fact Sheet that captures and describes the impact of foot-and-mouth disease, the consultant will provide in-depth information - Statistics for the extent of the damages and losses that the Palestinian farmers suffer as a result of foot-and-mouth disease, in addition to a financial comparison between the damages suffered by the farmers and the Government Intervention that could have provided vaccination and protection.  
  2. Developing of a Case Study with in-depth information - Statistics for the extent of the damages and losses for one of the interviewed affected farmers and the effect/ consequences on her/his life.

 

Please submit the proposal (separate technical & financial offer) and requested documents by inhaled envelopes to the Palestinian Farmers Union headquarters (al-Bireh, close to the representative office of the Netherlands) no later than the 28th of August 2022
