BACKGROUND
To identify COVID-19 WASH needs of home quarantined people, Oxfam and their partner Youth Empowerment Centre (YEC) conducted a rapid need assessment (RNA) in coordination with the MoSD during the September 2020. The findings of the RNA confirmed that the needs of home quarantined people include dignified hygiene kits considering the special needs of women, children and PWDs, drinking water Jerry cans and protective items such as, alcohol gel, medical masks, and gloves. Participants also requested the need to access information and improve their knowledge related to best hygiene practices to support in preventing the transmission of Covid-19 and to protect themselves and others from infection. Additionally, WASH cluster partners expressed that they need to clear procedures for appropriate WASH practices carried out at household level such as best using of hygiene and cleaning materials, WASH facilities cleaning and disinfection, domestic waste handling and safe water handling. That will support the WASH partners in developing consistent messages to raise the target people awareness about proper WASH behaviours related to COVID-19 in reference to the WASH cluster guidelines. This will contribute to limiting the spread of COVID-19 amongst the same home quarantined family members, solid waste collection workers and other people in the surrounding area.
PURPOSE OF THIS RFQ
Oxfam is seeking competitive proposals from qualified firms / individuals interested in:
DEVELOPING A COVID-19 PROTOCOL FOR WASH PRACTICES AT HOUSEHOLD LEVEL.
This assignment aims at providing guidance to the humanitarian actors who work with the home quarantined families to contribute at limiting the spread of COVID-19 amongst the same home quarantined family members, solid waste collection workers and other people in the surrounding area. Additionally, the protocol will help the WASH cluster members to scale up best practices and to contribute to enhance people’s awareness on transmission issues and required behavioural changes related from WASH perspective in compliance with the existing national and local Standard Operational Procedures (SoPs).

The deadline for submission of bids is 31st January 2021 at 10am (Gaza time) upon conditions in the RFQ dossier.
