Developing E-Services Application for Qalqilya Municipality

Basic information:

Project Name: The Innovative Citizen Participation

Location: Qalqilia, West Bank

Project Funded by: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

Entity Responsible for Execution: The Palestinian Information Technologies Association (PITA)

Goal of this contract: The goal of this TOR is to develop an E-Service Application for Qalqilia municipality under the project "The Innovative Citizen Participation," spearheaded by the Palestinian Information Technologies Association (PITA).

Entity Responsible for this contract: The Palestinian Information Technologies Association of Companies- (PITA).

Duration of this contract: It is expected that the selected ICT company will provide all requested services and deliverables in 30-45 calendar days.

Purpose of the Assignment:

The purpose of the assignment is to develop an E-Services Application (E-Municipality) for Qalqilia municipality, enabling citizens to access municipality services online. The application aims to be feature-rich, user-friendly, and secure, meeting the specific needs of the municipality and enhancing interactions with citizens. Human-centered design (HCD) will guide the development process to ensure optimal usability and responsiveness to users' needs.

Interested applicants must send the technical and financial proposal (in English) in sealed envelopes Each price offer separately (the technical offer in a separate envelope from the financial offer) within one sealed envelope to PITA’s office in Ramallah, Al-Irsal. Ougarit Building, 4th Floor, and no later than March 28 2024 at 2:30 PM local time in Palestine and include the subject “Developing E-Services Application for Qalqilya” on the cover of the provided offers.
