General Background

Oxfam is an international confederation of 19 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territory (OPT) since the 1950s; a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities in Gaza, East Jerusalem, and Area C.

Context Background

Communities in OPT face a protracted, chronic, and multi-pronged crisis. This crisis is shaped by acute and long-term humanitarian needs and development challenges as a result of more than 54 years of Israeli military occupation, the 15-year Israeli blockade of Gaza, a the lack of respect and accountability to international laws, the intra-Palestinian divide, and recurrent military escalations. In addition, OPT is incredibly vulnerable to the impacts of climate change, particularly increasing water scarcity, rising temperatures and humidity, irregular rainfall patterns, and extreme weather events. Climate change is thus considered a “threat multiplier,” exerting more pressure on already weak systems and reinforcing pre-existing inequalities and threats. In particular, the Government of Israel (GoI) maintains a system of oppression and domination over Palestinians through territorial fragmentation and control over land, water and property, including the systematic denial of their economic and social rights. Whether living in area C of the West Bank, East Jerusalem, or in Gaza, most Palestinians are highly exposed to protection threats, exhausting and exacerbating coping mechanisms. Israel’s control over and overexploitation of natural resources has thus accelerated climate oppression in the OPT.
