Developing Parking Meters (Mobile Application) for Hebron Municipality

  1. Basic information:
  • Project Name: "Women and Youth Transforming Local Public Services in Hebron".
  • Location: Palestine - Hebron with regular travels to Ramallah.
  • Project Funded by: European Commission and Balearic Government (GOIB).
  • Entity Responsible for Execution: The Palestinian Information Technologies Association (PITA)
  • Project Partners: Alianza por la Solidaridad (Alianza) member of ActionAid.
  • Goal of this contract: The IT company will be developing a mobile application (Parking Meters) that will serve Hebron Municipality for making an impact on promoting and supporting innovations in public services.
  • Entity Responsible for this contract: The Palestinian Information Technologies Association of Companies- (PITA).
  • Duration of this contract: It is expected that the selected ICT company will provide all the needed support in a span of 4 months.
  1. Brief Information on the Project:

The Palestinian Information Technologies Association (PITA) in partnership with the Fundación Alianza por los Derechos, la Igualdad y la Solidaridad Internacional member of Action Aid (ApS) will implement a project titled “Women and Youth Transforming Local Public Services in Hebron”, under the thematic programme “Civil Society Organizations (CSOs) as Actors of Governance and Development Work in the Field”, funded by the European Commission and Balearic Government (GOIB).

 The overall objective of the project is to strengthen the role of vulnerable groups as actors for change in local development processes for a more equal, open, and democratic society in Palestine. The specific objective of the project is to build the capacity of a range of CBOs and CSOs in Hebron for them to contribute meaningfully and to be more accessible and responsive to women and youth’s needs and interests in public services. Through the effort to build the capacity of a range of CBOs led by women and youth, they can bring their work to a wider audience, increasing the political and social scope and impact of their work at the local level and building relationships between local public institutions and CSOs. This increases mutual understanding and trust, fosters active CSO participation in governance processes, monitors policies and services, and increases public access to official information and channels their views.

The project aims to:

  • Youth and women led CBOs advocate and engage in policy dialogue with the Hebron municipality for more gender-sensitive, youth friendly and accountable to citizens public services.
  • Participatory, innovative, and accessible service delivery mechanisms are in place and operative in Hebron Municipality.
  • Strengthened capacities in the municipality of Hebron to manage/promote citizens participation and to respond to feedback.
  • Increased community support and involvement in the work of CBOs and CSOs, to promote coordination spaces for advocacy and policy dialogue with local authorities and service providers.

Within this framework; PITA and ApS have launched a youth contest for the purposes of identifying, designing, and creating innovative ICT solutions that serve Hebron Municipality, the surrounding CBOs and CSOs, Municipal Service Providers that follow Hebron Municipality, and the overall community located in Hebron, and a participatory need assessment has been conducted in a prior stage for detecting the areas that will be fulfilled and tackled by the youth under this context. The contest culminated with the selection of the winning idea entitled “Parking +”.

In Palestine; car owners waste a lot of time looking for parking spaces, and they waste gas, which causes them to park their vehicles illegally or in unsafe locations. They also struggle with the issue of missing the parking meter timer; which causes their vehicles to lock up and take longer to unlock.

The Municipality of Hebron proposed a method to make parking meters smart by attaching a metal QR code to each parking meter that users can scan with their mobile app to reserve the spot and pay for it. The mobile app will also show the reserved spots and free parking spots with exact locations on the map to minimize the time it takes for drivers to find the parking spot they require.

  1. Purpose of the Assignment:

The assignment will entail the development of a mobile application for IOS and Android and providing metal QR codes for each parking meter in Hebron area (As a new public service). This mobile app will also provide a map with all parking meters location with their status if parked or not, it will also give the users the ability to pay for the parking meter using available online payment methods, and the profits gained will be directed to the Municipality for further investments within the public services sphere, and the intellectual property rights of the developed ICT solution belong to the ultimate beneficiary, which is Hebron Municipality.

  1. Scope of Services:
  • The provider will be responsible for the technical development of the mobile application; from developing, designing and assisting in the launch of a mobile app.
  • The application will focus on making parking meters smart in Hebron territories.
  • The application will provide additional information such as information on the region.
  • The provider will create a metal QR code for each parking meter.
  • The mobile app will include special account for parking meter monitor employees.
  • The provider will be responsible for the registration of the permits and legal consideration (All procedural aspects relating to the official registration of the application).
  • The provider will be responsible for building the capacity (5 Training Hours) of the Municipality staff (including service providers) on the use and update of the e-services Mobile Application.

 

  1. App requirements (List of Features)
  • Users Mobile App:
  • The user will have to register using their phone number then a registration form will appear for users including basic information of the user and his/ her vehicle information, license plate of his/her vehicle, add payment method.
  • Already registered users will have a login screen that includes forget password button.
  • Home screen: After login; users will find a map showing nearby parking meters based on his current location.
  • Users will be able to find the parking meter status as if its reserved or not by showing it on the map.
  • When users click the bin on the map it shows them the route for this parking meter.
  • Mobile app will include QR scanner.
  • Each Parking Meter will have a QR code that allow users to scan it through the mobile app.
  • The QR code must be a metal material so it doesn’t get damaged over time.
  • When users find a free parking spot; they will be able to open the QR scanner using their mobile app and scan the code to reserve the spot.
  • After scanning the QR; the spot will be reserved and its status will be changed to reserve to show other users that this spot is being reserved.
  • Counter screen: After users scan the QR code; a timer starts to count their parking time, and through an online payment method they should pay the amount based on the counter.
  • After finishing the time; users should scan the QR again to stop the timer and their amount to pay will be calculated so they can pay it using the mobile app.
  • In case users didn’t pay; a ticket will be filed to their account and will not be able to reserve other spots and they will have to pay their fees.
  • Contact us: The mobile app will include a “contact us” page to allow users contact the managers of the app in case they want any sort of assistance with the app.
  • Change password: Users will be able to change their password.
  • Profile: Users will have the ability to view/edit their information.
  • Multilingual: The app should be in both languages (Arabic, English).
  • My parking tab: It will show users their history of parking/ongoing parking.
  • Notifications: Users should get notifications about their payments and any other information.

 

  • Parking Meter monitor employee’s app:
  • Each employee will have an account with his/her basic information, username and password, and he/she will be provided of such info from the Admin.
  • Employees will be able to view the map with parking meters on it for showing the reserved and free spots.
  • Employees will be able to view users’ information who are reserving the spot.

 

  • Other Features:

 

  • A Content Management System (CMS) to enable staff to monitor app data and parking meters, and it should be responsive.
  • Features such as notification system, specifications for target devices and localization (Geo Tagging)
  • The applications interface will be designed in English and Arabic with the possibility of being expanded to other languages.
  • Focus on simplicity, great performance and attractive design.

 

  1. Device Specifications:

 

  • Provide the device that is required for each parking spot.
  • The device has to be connected to the platform via internet.
  • The device has to show if the spot is occupied or not.
  • The device should be:
  • Water resistance.
  • Prefers to support battery or on direct electricity to support the above methods.
  • To have LCD screen.
  • Currency (coins acceptance).
  • The price per unit shall not include the installment, that is because the company shall make training for municipality team of how the installment and programing process.

 

  1. Expected Tasks:
  • Creation of wireframes and detailed description of app features and user interface.
  • Development of the design (at least 2 options to be submitted for review);
  • Wireframes and design submitted for review and approval App Task Team followed
    by update based on feedback;
  • Development and configuration of an Alpha version of the App focusing on key features (to be defined during project ideation);
  • Review and approval of the Alpha App design and functionalities by App Task team;
  • Quality, security and performance testing and fix;
  • Full implementation and delivery of the features and design of the app (Beta version);
  • Finalization, including final quality testing and approval;
  • Support for the application process and launch of the app in the various stores.
  • The service provider will report directly to our App task team.
  • The provider will share progress report on weekly basis of the task team.

 

  1. Location and Duration:

 

  • Duration: Services delivered by the service provider will take place no more than 3 months; starting in March 2023 until June 2023.
  • Area, Region: Hebron Municipality, Hebron City, WB.

 

  1. Qualifications of the Service Provider:
  • Native development is required, not cross platform or hybrid.
  • The applicants must be from PITA’s active member and have paid the membership fees as of 2023.
  • The applicants must show a proven record of innovation in the mobile platform and application field.
  • The applicants should have a proven record of applications on the market in both Android and Apple OS in native languages.
  • A working knowledge of international development issues and agendas is an asset.
  • The company team leader/individual expert should have at least 7 years of relevant technology and innovations experience.
  • Previous experience with Municipalities, local authorities and CSOs/CBOs is an asset – especially in Hebron City.
  • The applicants must have the capacity to conduct in-person meetings and periodic field visits during the whole period of the assignment implementation to Hebron Municipality (Hebron City) and to the location of the project partners, in which all of the team responsible must be flexible and have the ability to conduct such visits to ensure the effective implementation of the assignment.
  • Being an active PITA Member.
  1. Scope of Price Proposal and Schedule of Payments:

 

The payments will be made based on the deliverables, and the amount will be in Euro with all costs excluding VAT, and the contract price will be fixed regardless of changes in the cost components.

 

  1. Application Submission Guidelines, Selection Criteria, and Deadline:

 

The selection of the best proposal will be done by using combined scoring method – where the qualifications and methodology will be weighted a maximum of 70% (Technical), and combined with the price of 30% (Financial).  And so; the service provider should consider the following when submitting the technical and the financial proposals:

 

  • Detailed technical proposal aligning with what is being stated in ToR with specific focus addressing the scope of work.
  • Composition and CV of the team responsible for the assignment.
  • Previous relevant experience in the requested field, including samples of related or same or similar activities and work previously achieved.
  • Proposed methodology and detailed workplan and estimated timeline, for the completion of each step of the App as well as a break-down of the costs.
  • Detailed financial proposal based on expected daily rates, travel expenses, field work expenses and others, with the breakdown of the price per unit and the number of units, amount in Euro with all costs excluding VAT.
  • Only who have the required qualities, experience, and skills will be considered.
  • The technical part of the application will be assessed based on the strength of the mobile ideation that best fits our needs, as well as previous experiences of the provider in developing such tools.

  2. The price must be in Euro – excluding VAT (Based on the donor; since the project is VAT exempted), and PITA is not responsible for any currency differences.
  3. The price offer must be valid for a period of 6 months.
  4. PITA has the right to withdraw or cancel the solicitation, without incurring any costs.
  5. The service provider to whom the quotation is awarded bears all responsibility in the case that they submit a quotation, and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment, or any official certificates that require the payment process.
  6. Payment method after:
    1. Providing the required deliverables according to what is requested.
    2. Submitting the zero VAT invoice stamped by the Ministry of Finance,
    3. Delivery and fulfillment of all terms and conditions required by PITA.
    4. Meeting PITA on all required specifications and requirements.
  7. PITA reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
  8. The amount due to the service provider shall be paid by checks or bank transfer from the bank account of the project, after submitting the necessary deliverables.
  9. PITA is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point. Assuming that the evaluation percentage of the financial proposal (30%).
  10. Any clause or any of the general conditions relating to PITA that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PITA internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
  11. The implementation shall start immediately after the date of the awarding by PITA.
