- BACKGROUND/INTRODUCTION
We Effect, is a Swedish Non-governmental, non-profit, non-religious and civil society developmental organisation established in 1958 non-political, operating in Palestine since 1998, aiming at achieving the mission to, through a mutual partnership, strengthen local and democratic civil society organizations so that their members can improve their living conditions, enforce accountability of duty-bearers, defend their rights and contribute to a more just world. We Effect is implementing “Together for Food Security Program” with five local Palestinian partner civil society organizations.
Three of these Civil Society Organizations (CSOs); The Applied Research Institute – Jerusalem (ARIJ) in Bethlehem, the Economic and Social Development Center of Palestine (ESDC) in Ramallah and the Land Research Center (LRC) in Hebron, recognize the importance of environmental sustainability and are committed to integrating best practices into their operations. To demonstrate this commitment and amplify their collective voice, these CSOs seek to develop an environmental policy.
- Objectives
The overall objective of this consultancy is to facilitate the development of clear, concise, and comprehensive environmental policy that reflects the values and mission of the three CSOs. The environmental policy shall establish a formal commitment and framework for all organizations to manage their environmental impact and promote sustainable practices.
- Scope of Work
The consultant will be responsible for the following tasks:
- Review:
- Existing strategies and programmes of each CSO.
- Relevant national and international environmental policies and best practices for CSOs.
- Understanding Common Goals:
- The consultant will begin by identifying and understanding the overarching environmental goals shared by all participating organizations. This involves thorough discussions to align on common objectives such as sustainability, reducing carbon footprint, and promoting green practices.
- Assessment of Individual Needs:
- Each organization has unique operational contexts, resources, and challenges. The consultant will conduct individual assessments to understand these nuances. This might include site visits, stakeholder interviews, and reviewing existing environmental policies, practices or guidelines.
- Developing the Core Policy Framework:
- Based on the common goals, the consultant will draft a core policy framework. This framework will serve as the foundation for all organizations, ensuring consistency in the commitment to environmental standards and practices.
- Customization for Individual Organizations:
- While the core framework remains consistent, the consultant will customize the policy to fit the specific needs and contexts of each organization. This customization will address factors such as Organizational size, structure field of work and specialization.
- Drafting:
- Develop a draft joint environmental policy document that outlines the CSOs' commitment to environmental stewardship.
- The policy should include:
- A clear statement of the CSOs' environmental vision and values.
- Specific goals and objectives for minimizing the CSOs' environmental impact (e.g., energy use, waste reduction, sustainable procurement).
- A framework for continual improvement and monitoring of environmental performance.
- Draft three tailored versions for each organization, ensuring that each version does not exceed a maximum of 10 pages.
- Revision and Finalization:
- Present the draft policy for review and discussion.
- Incorporate feedback from the CSOs and We Effect into the final document.
- Deliver a final, polished environmental policy document.
- Deliverables
- Submit a draft of the core policy framework document that outlines the CSOs' commitment to environmental stewardship.
- Submit three customized draft environmental policy documents.
- Submit three final, refined versions of the environmental policy documents, incorporating feedback.
- Note all submitted documents shall be in English
- Individual Consultant Qualifications
- Advanced degree Master’s Degree or Ph.D. in environment.
- Proven experience in developing environmental policies for organizations at a local, regional or international level.
- Strong understanding of environmental sustainability principles in the Palestinian context.
- Excellent communication and facilitation skills.
- Ability to work effectively with diverse stakeholders.
- Excellent English writing skills.
- Timeline
The consultant is expected to complete the assignment within 8weeks commencing on 1st Sep 2024 and ending on November 1st, 2024. By the end of the consultancy period, the consultant would have submitted the final reviewed and approval documents by the CSOs, and We Effect. A detailed timeline with specific deliverables and deadlines will be developed in consultation with the selected consultant.
- 7. Selection Process
We Effect will short list and interview qualified consultants based on the information provided in their proposals. The selection criteria will include:
- Understanding of the assignment and proposed methodology.
- Relevant qualifications and experience of the consultant.
- Proposed timeline and budget.
- 8. Approval
This ToR has been approved by the authorized representatives of the three CSOs and We Effect.
- 9. APPLICATIONS SUBMISSION
Applications MUST include:
- Technical offer specifying the methodological framework and presenting a portfolio of relevant projects focused on environmental policy development.
- Updated CV.
- Financial offer: Should be submitted in ILS including VAT and all other costs using the form in annex 1.a&b. (attached to the ToR)
