Assignment Title: Development of Net Lending Web Portal

The Ministry of Finance (MoF) has received financing from the World Bank toward the cost of the Public Financial Management Improvement Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include design, develop and deploy a web portal (a fully-fledged content management system) which include information regarding issued invoices, rent fees and other related financial management, and to integrate with other governmental systems.
The following are to be accomplished:
- Design, Develop, Test, Install, Configure the web portal to satisfy the functional, technical and performance requirements described in the TOR.
- Supply, and Install the required configuration for an invoice, Financial, Queries, Knowledge management systems.
- Prepare comprehensive User Manuals, Training and Technical Documentation of the web portal.
- Provide Maintenance and Support Services for the web portal for an agreed term after operational acceptance.
- Provide progress and final reporting.
The assignment will be implemented over a period of 6 months from contract signing to final acceptance plus system maintenance and technical support services. The expected start date of the assignment is October 2022.

The Palestinian Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the short listing stage.
Shortlisting Criteria
Core Business: a consulting firm shall have general experience in the ICT services sector and specific experience to the TOR.
Years in Business: a minimum of Five years’ experience in open standard portal solutions development, portlets customization, applications and modules integration, support & maintenance services and corporate portal development.
Relevant experience:
- At least five (5) successful (i.e. signed off and accepted as fully operational system) implementation with choice of Open standard portal solution with similar in nature and complexity during the last three (3) years.
- Ability to fully utilize an appropriate system development life cycle methodology such as Agile or Rational Unified Process.
- Ability to manage complex software development project.
- Proven experience and track record of conducting similar tasks.
- Solid experience of developing advanced level software.
- Understanding of government and business services
Ability to mobilize technical resources: the consulting firm shall be able to mobilize knowledgeable and experienced managerial and technical resources to implement this assignment
The managerial capability of the firm: the consulting firm shall demonstrate its understanding of the required assignment described in the ToR.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
