Development on computer-based learning modules
Background
The FCDO-funded Takamol programme has run since March 2019 and is a continuation of more than a decade of investment made by the UK government in supporting the Ministry of Finance and Prime Minister’s Office. Over the last five years Takamol had three main strategic objectives:
- to strengthen the institutions and processes of the PA to more effectively delivery their mandate and efficiently delivery basic services to Palestinians.
- to build the capability of our PA counterparts so they had the skills and expertise to deliver these processes.
- to integrate (hence, Takamol) the budget and planning functions so that strategic plans are properly costed within realistic ceilings and budgets informed by an accurate macro-fiscal framework that tallied revenue and donor contributions.
Scope of Work
Takamol is looking to engage a supplier for the development of selected computer-based learning modules in English and Arabic of the Audit Manual developed by the programme, which aims to introduce some significant changes to the way the Ministry of Finance and Revenue department approach audit to improve its effectiveness and efficiency and increase the amount of recovered revenue. The learning modules will be used to train MoF’s tax auditors, complementing the in-person Audit Manual training.
The development of the computer-based training modules includes but is not limited to:
- Consultations with technical team to determine i) modules of the Audit Manual which would best fit an online learning module; ii) content of the training module, iii) visual representation of the content.
- Development of the computer-based learning modules, including rounds of editing to incorporate feedback from Takamol and counterparts.
- Finalisation of the transcript of the modules (script for the voice over and text translation of the e-learning content) both in English and Arabic.
- Recording of the voiceover (English and Arabic) for each module.
Deliverables
The main deliverable for this assignment is the development and finalisation of computer-based learning modules, both in English and Arabic.
