GENERAL Background

Stars of Hope (SHS) is implementing a project funded by the African Women Development fund (AWDF). This project aims to promote the economic rights of persons with disabilities, using innovative approaches, towards achieving its overall objective, to enable persons with disabilities to enjoy equal access to livelihood opportunities and full participation in economic development processes as other citizens. On the other side the project aims to raise the capacity of the organization staff in several subject.

Since the Stars of Hope staff are working in sensitive and demanding environment, they can be emotionally drained and pressured.

For this reason, as SHS is committed to promoting emotional health and resilience in the workplace and improving staff wellbeing, SHS is planning to conduct a training on Emotional Resilience for its staff and field workers. The training is expected to build the participants resilience and wellbeing and at the same time equip them with practical strategies to strengthen their personal resilience, enhance their wellbeing and priorities their self-care to respond effectively to challenges in their role, workplace and environment.

 

The consultancy

 

Assignment:

 

SHS is seeking the services of Emotional Resilience trainer to implement a comprehensive capacity building program over 5 days targeting senior and junior SHS staff (20 participants) from the West Bank, beside Gaza staff through online technology. The training will cover different topics including:

Elements Of Emotional Resilience

Stress Management and Emotional Resilience

Stress And Emotional Resilience Cycle

Emotional Resilience: How to Safeguard Your Mental Health.

How to Build Emotional Resilience for employees, managers, and leaders.

Emotional Resilience in Social Work

Emotional Resilience in the Workplace

Developing Emotional Resilience

 

Deliverables:

 

Work methodologies (training and facilitation), training schedule, and training materials.

Practical tools to be used within the organization summarizing the training findings.

Training report, including description and list of recommendation to be taken for action.

 

Duration of the training:

The training should be implemented during August 2022.

Ability to communicate sensitively, effectively and creatively across different constituencies

REQUIRED SKILLS AND EXPERIENCE

 

Education:

Master’s degree in psychology studies, human rights, or related fields.

Experience:

Extensive knowledge and experience on gender equality and disability inclusion related issues.

At least 5-7 years of training experience in related subjects, including emotional resilience and life coaching.

Experience in psychological development programs. 

A previous work experience in conducting training and capacity building programs

Experience in working directly with people with disabilities will be an asset.

Language Requirements:

Excellent communication and written skills in Arabic is required;

Good verbal and written communication skills in English is desirable.

 

Quotations Submissions

Applicants must submit comprehensive technical proposal and financial offers either in Arabic or English as follow:

Technical proposal: the technical proposal should clearly include the followings:

Consultants’ experience, educational background and technical skills in response to the TOR.

Detailed methodology including the proposed duration for such training.

Action plan indicating proposed level of effort per task.

CVs of the consultant/team members proposed.

Sample of previous similar work.

 

 

Financial Proposal

A total amount in USD submitted to SHS, including any relevant taxes, transport costs, etc.

The total amount is subject to the tax procedures as stated by the Ministry of Finance – Tax Department.

The budget should include any travel costs if any to conduct any meetings & the costs of and managing communications and logistics associated with the assignment.

Payment to be done after the submission of a payment request of the implemented activities and tasks to be validated by the Programs Manger, not to exceed three payments.

Stars of Hope Society will pay the corresponding amount by cheque or bank transfer.

Quotations in response to this TOR must be received no later than August 13th,  2022 in accordance to the requirements of the TOR. Quotations Evaluation

The evaluation of quotations will be based on requirements including: qualifications and technical expertise, and financial proposal.

Award will not be based solely upon the lowest prices submitted. The selection of winner tender will be based on the cumulative evaluation methodology where a weight of 70 score is given to the technical proposal and 30 scores are allocated to the financial offer.

Evaluation Criteria will be as follows Evaluation of technical and financial proposals

The quality of each technical proposal will be evaluated in accordance with the award criteria and the associated weighting as follows:

Applicant’s education and qualifications (20%)

Applicant’s relevant experience for the assignment (30%)

Completeness and clarity of methodology and approaches (20%)

Financial offer (30%)

 

Upon completion of the technical evaluation, the financial proposals for tenders which were not eliminated during the technical evaluation will be evaluated (i.e. those which have achieved an average score of 70 points or more).

 

Note: In case of firms and companies, the registration and the deduction at source certificates are required.

 

Selection of winner tender

The winner tender will be the one who score the highest total score (the sum of technical score and financial score); where best value of money is established based on weighing of technical and financial proposals 70 and 30 respectively.

 

Best and final offer

Prior to the completion of the evaluation process and the selection of the winning firm, bidders may be asked to submit a best and final offer as the final quoted price for the accomplishment of the work.
