Jerusalem Autistic Child Care Organization - All Works

- Assignment Objective:
Jerusalem Autistic Child Care Organization has received financing through the Investment Programme for Resilience (Phase III), funded by the Government of Germany through its Development Bank (KfW), and implemented by UNDP’s Programme of Assistance to the Palestinian People (UNDP/PAPP) toward the cost of « Construction of Jerusalem Autistic Child Care Organization establishing third floor ».
Jerusalem Autistic Child Care Organization would like to employ a qualified Engineering Firm to provide Design and Supervision services for the above-mentioned project.
For that purpose, Jerusalem Autistic Child Care Organization is seeking to obtain technical and financial offers from engineering firms as per terms and conditions of these Terms of Reference. Firms are to submit:
- Technical qualification documents – as per specified criteria in attached Evaluation Forms
- Preliminary Work Plan
- Work Methodology
- Financial offer divided into:
- Design Phase
- Supervision Phase
- Scope of Work
- The engineering firm is expected to carry out the following tasks:
- Prepare engineering designs and complete tender documents for all construction works as requested by Jerusalem Autistic Child Care Organization and obtaining UNDP’s prior approval before commencement of tendering process.
Design works include structural, architectural, mechanical and electrical works, in addition to some landscaping works as per the following scope statement: establishment of Jerusalem Autistic Child Care Organization’s third floor in Al Ram (2nd branch), by adding a new floor to JACCO main existing building in Jerusalem- Al Ram to expand the rehabilitation services for the children with autism on 224 m2 space to be dedicated for rehabilitation and special education programs and units of children with autism.
The new floor will contain: activity of daily living room, physiotherapy room, theatre room, sensory Gym, vocational training room, technology room and other admin offices. In addition to its interiors, the project aims to enhance a front and back yard, providing outdoor spaces for experiencing recreation and Interacting with the environment. This comprehensive facility is dedicated to nurturing and enhancing the lives of children with autism, children with learning difficulties, and children development. Offering a supportive and inclusive environment for their growth and development.
The infrastructure scope of work includes the following activities:
- Concrete activities of the third floor (columns, beams and slab).
- Stone cladding works for the floor facade.
- Internal finishing works (block, plaster, tiles, false ceiling...)
- Mechanical and electrical works for the new floor.
- Landscape and outdoors
- Providing one more emergency exit for the third floor (steel staircase).
- Take part, in coordination with Owner and UNDP, advertisement of works tender/s, assessment of submitted bids and providing owner with tender/s award recommendations.
- Endorsement of contractor payments & monitoring project costs with reference to approved budget.
- Ensure that all works are executed according to engineering plans, specifications, special and general conditions of contract and other contract documents.
- Ensure coordination among and with other parties involved in the project.
- Deliverables (outputs)
A) Preparation of Tender documents, 3 complete copies (both soft and hard copies), including:
- Design drawings –Size A3
- Bill of Quantities – priced and unpriced
- Conditions of Contract
- Special Conditions of Contract
- Technical Specifications.
All, as related and applicable to specified works.
- B) Supervision of works (works inspection), including preparing all documentation of all project activities, such as daily and monthly reports; timely recommendations for specific tasks and actions; issuing variation orders if and when needed in coordination with UNDP; issuing handover of works certificate and final payment upon completion; preparing design modifications as needed. Also included are submittals follow up and approval.
It should be noted that Consultant must do all possible effort to ensure perfectly prepared designs to avoid future variations. If unavoidable, variations should be approved by UNDP before implementation.
- Timeframe and contract duration
The duration of the project shall be divided into two timeframes:
- Design Phase, including preparation of tender documents, with an expected duration of 4 calendar weeks.
- Works execution and supervision phase up to project completion and preliminary handover of works, with an expected duration of 6 calendar months - to be verified as per work plan.
- Proposed payments schedule:
- A) A total of 40% of the contract price shall be paid upon complete submission of deliverable 1 acceptable to the client. The 40% shall be paid as follows:
1) 50% upon submittal and approval of concept design
2) 50% upon submittal of tender documents as specified above
- B) 60% of the contract price shall be paid upon submission of deliverable 2 acceptable to the client. Individual payments towards supervision fees shall be paid as worked out percentages of values of successive contractor payments.
- Required Qualifications of the Consultant
Minimum technical team composition and qualifications:
- Architect : at least 10 years experience in similar projects
- b) Structural engineer : at least 10 years experience
- c) Mechanical engineer : at least 7 years experience
- e) Electrical engineer : at least 7 years experience
- Evaluation Criteria & Consultant Selection
Technical Evaluation (Y) - (100 points) – 70 % weight of total score
Check attached Evaluation Criteria Form/s
Pass mark : 70 points (Firm with less than 70 points will not be considered for financial evaluation)
Financial Evaluation (X) - (100 points) with lowest offer receiving 100% & remaining offers as inversely proportional% of lowest offer – 30% weight of total score
Overall Score : 70% for Technical Evaluation + 30% for Financial Evaluation
