Project Title: Evaluation of a school remediation program and recommendations for improvement

Duration: Three calendar months from September 2022 – December 2022


Type of Contract: lump Sum Consultancy contract under Palestinian law

 

Project Title: Evaluation of the school remediation program and recommendations for
improvement

A) Background

Opened in 2015, Al Hamawi Center, is a community and educational center in Al Aizarieh that aims to
meet the needs of the most vulnerable people of Bethany and Abu Dees through academic, cultural and
personal development activities.


Mainly oriented to children, youth and women, the center is implementing 4 main programs:

A school remediation, targeting children from 11 to 13 years.

A talent incubator for outstanding pre-Tawjehe and Tawjehe students between 15 to 17 years

A cultural and creativity program including languages, art, sports and handicrafts.

A psychosocial support program aimed at specific groups.


The center belongs to Burj Al Luqluq Social Center Society and is connected to other Palestinian and international organizations working in the area on the educational and cultural field, as well as to local institutions like the municipality and the Ministries of Education and Culture. This facilitates the participation of Al Hamawi in campaigns of public interest in which the community as a whole is invited. Moreover, the center enjoys unique equipment for the area and makes available to its beneficiaries a sports area, a children playground, the Al Bayyara garden, a full-fledged library and a small area for open-air events.


The school remediation program has been implemented since the opening of the center. No
significant improvement in the content, tools, methodology for this program have been made in
the past years. Moreover, the measurement of the efficiency and results of the program are not
transparent enough. Burj Al Luqluq is searching for a consultant to evaluate the program and its impact
and to provide recommendations of improvement.


Objective of the contract:
• To assess the current remedial program in terms of:

Alignment of activities and contents to the overall and specific program goals,

Materials used,

Methodology and pedagogical approach,

Adequacy of the current monitoring system to appraise the students’ progress.

To propose steps to improve and modernize the remediation program in similar terms.

 

 

 

 

B) Scope of the impact study

 

Remedial Program department started in the center since more than 10 years, starting from implementing the program in schools, ending with having a full remedial program in Al Hamawi center in Al Eizareya area.

The program of the remedial divided into 4 main subjects: Arabic, English, Math, and life skills. A number of 100 beneficiaries attending the program on yearly basis, with targeted age group 12, 13 years. It is worth noted that the program contains main coordinator, and 2 teachers.

 

Remedial Program is a social and educational program based on providing academic assistance coupled with psychosocial support to school students with low academic achievement resulting from the difficult family environment in which they live. The difficult family environment means a set of difficult social and economic factors that affect the child, such as orphanhood, parental separation, parental illiteracy or low educational level, the large number of family members, poor housing health and overcrowd.

C) Scope of work and expected output


The scope of work and expected outputs/deliverables will be the following:

Collect, review and analyze all necessary documents and data to fully understand the remedial
program and its role within the educational offer of Al Hamawi.

Conduct interviews with beneficiaries (actual and past), parents, schools teachers to assess the current remedial implementation plan, and to present the needs. Interviews may include graduated beneficiaries from the program.

Attend the sessions and interview the school remediation team to understand the methodological
approach and the teaching methods implemented in mathematics, Arabic, English and life skills

Collect, review and analyze the international and national approach for school remediation
education program targeting children with learning difficulties.

Carry out stakeholder analysis to bring out the expected outputs of the school remediation program.

Implement an in-depth analysis of the strengths and weaknesses of the program based on the previous inputs.

Document and analyze at least one successful local school remediation program
implemented in Palestine for the same targeted beneficiaries.

Draft specific, detailed and practical steps to improve the school remediation program teaching
methods and contents.

Based on the processes mentioned above and in consultation with the Project Team, prepare a tool kit and a roadmap to ensure that all the steps to improve the school remediation program are completed:

Expected deliverables and outputs:

A report written in English and Arabic that presents and analyze the data collected, the steps to improve the school remediation program and highlights the innovative teaching methods that can be implemented.

Procedures in Arabic and English to adapt the contents of each classes, introduce innovative methods, pedagogical tools and a new general annual plan (curriculum).

 

D) Action plan

The consultant will strictly follow the work plan and the time schedule agreed with Burj:


a) An appropriate action plan will have to be determined by the consultant in consultation with the
project manager.

b) The consultant will work in close collaboration with project manager and Al Hamawi team.

c) The consultant will undertake collection of all the required data/information from various sources,
including beneficiaries, their parents, schools. This implies conducting interviews according to a questionnaire created by the consultant.

e) The consultant will undertake review, assessment and judgment of the data/information in close
consultation with the project manager.

f) The consultant will facilitate in presentations and coordination of the stakeholder workshops/consultations organized as per the agreed work schedule.


E) Duration of the work


The duration of the contract shall be of maximum 3 month between August 2022 until November 2022.
The consultant will be in regular contact with the project manager, and will submit and share the progress of activities as agreed.


F) Required expertise and qualifications

A post-graduate or equivalent qualification/ degree in educational science or any other relevant discipline.

At least 15 years of prior work experience in dealing with educational project targeting
children with learning difficulties.

Demonstrated knowledge and experience in undertaking research especially in the area of

Demonstrated experiences and skills in facilitating stakeholder/working group consultations.

Mandatory: Fluent in Arabic and English


G) Proposal

The Applicant shall ensure to attach the following:

Profile of the consultant (max 1 page) explaining why they are the most suitable for the work.

Relevant experience and references (max 2 pages).

Methodology proposal and conceptual framework with expected deliverables and timelines, team composition, man-days required (3-5 pages).

Recent CV of the team members

Financial proposal (total lump sum amount including a breakdown of costs for fees, travel and
number of working days)
