External Evaluation of Six Projects funded by We Effect in Palestine
Background
We Effect is a development cooperation organization founded in 1958 by the Swedish cooperative movement with the aim of fighting poverty. We Effect’s mission is to enable people living in poverty to improve their living conditions, defend their rights and contribute to a just society. We Effect works in the thematic fields of sustainable rural development and adequate housing with a strong focus on women’s rights
The programme is implemented by six local Palestinian partner organizations. We Effect applies a rights-based approach. This means that our development activities are developed in dialogue with our partner organizations, with strong local ownership, characterized by accountability, transparency, non-discrimination, and meaningful participation. We Effect works in more than 20 countries in Africa, Asia, Europe, and Latin America in 13 regional or country programmes. The partnership approach is supported by the strong local presence through regional and country offices.
We Effect is currently implementing the “Equality First in Palestine” Palestine Country Programme 2019-2022. The overarching goal of the programme is,” strengthening sustainable livelihoods in rural areas of Palestine” and with the specific programme objective “by the year 2022, participating organizations are actively contributing to sustainable rural development in Palestine, being a voice for and providing services to their members with special focus on women and young people”. To reach the objective, the programme aims to strengthen the capacities of the local partner organizations; cooperatives, cooperative unions, NGOs, and other organizations to address the rights of their members and to deliver quality services to them. The rights-based approach is the foundation of our work in the programme and the programme will contribute to a strong and vibrant Palestinian civil society with a diverse set of actors in rural development joining forces to create an enabling policy environment and increase the business and production capacities of marginalized groups.
The Palestine Country Programme is focused on sustainable rural development and the programmes’ strategic working areas are organizational development, business, environmental climate change resilience (ECCR), and production development, gender equality, financial inclusion and civil society strengthening. The cooperative model is used to mobilize rights holders and work towards socio-economic development. The programme is a platform to promote dialogue, synergies, and cooperation between the partner organizations in the programme and other stakeholders to influence and advocate for change. The programme operates in the West Bank including area C, and East Jerusalem.
The programme was developed in a participatory way together with We Effects current partners in Palestine and builds on lessons learned from the previous We Effect programme in Palestine. This evaluation is intended to cover the current programme period from January 2019 until the end of December 2022
Objective of the Assignment
The main objective of the end of project evaluations is to render a summary judgment on each of the six project’s performance and achievements by providing six individual project reports
Scope of Evaluation
The temporal scope of the evaluation is intended to cover all the activities of the aforementioned project that were implemented during the project’s period that started on the for some of our partners January 1st, 2018, and new partners where added starting September 2019 and will end on the 31 of December 2022. The evaluation is framed by the project documents and covers all the activities implemented under the project. The evaluation should cover all the project target groups including the project’s key stakeholders. All the reports and documents requested in this ToR shall be written in English. All reports must match the quality standards. It is particularly important that all reports be clear, understandable, and comprehensive
Timing & Duration
A maximum of 90 days should be utilized from signing the contract until the delivery of the final product; the final evaluation report, final submission to be no later than 31st of January, 2023. The work timeline may be reduced or changed by We Effect at its discretion. During this period, the evaluator(s) should be ready to, if needed, spend some time with We Effect team, for any questions/comments/and overview.
