Terms of Reference for Documentary Filmmaking Project
Project Title: Youth Bridges for Democratization and Participation
Duration: ±15 minutes (one full feature) and three 3-5 minutes short films
Budget: 9.000 euros
Background:
The Palestinian Center for Peace and Democracy and PAX conduct a project titled "Youth Bridges for Democratization and Participation," aimed at building the capacity and knowledge of Palestinian youth activists on UN Resolution 1325, women's and gender rights, and various national and international laws. The project targets individuals with backgrounds in law, social sciences, and gender, across various geographical districts in the West Bank.
The goal is to enhance women's participation at a local level and bridge the gap between local governments and civil society. The participants have undertaken various trainings, including on implementing and institutionalizing social accountability tools and multi-stakeholder dialogue methodologies.
Objective:
We are seeking a talented, local Palestinian filmmaker to craft a compelling narrative around this project in the form of a short documentary. The film will follow the journey of three selected participants from the project, detailing their efforts to implement the acquired skills in real-life initiatives and campaigns post-training.
The objective of this film is twofold. First, to offer a vivid and nuanced insight into the lived experiences of these activists, the challenges they face, and the victories they achieve. Second, to use this narrative to raise awareness about our project, its goals, and its impacts amongst international audiences, particularly those in the Netherlands.
Scope of Work:
-Pre-production planning, including location scouting, storyboard creation, and scheduling during August.
-Filming on-site throughout August, September, and the beginning of October across various locations in the West Bank. This includes capturing the everyday lives of the participants, their interactions with the local government and civil society, and the initiatives they undertake/campaigns they are involved in. Additionally, conducting interviews with the participants and key stakeholders will add depth and context to the narrative.
-Post-production editing in October and November to create a compelling, visually appealing story that aligns with the goals of the project.
-Deliver one full-feature documentary (10-15 minutes) and three shorter films (3-5 minutes each), focusing on individual participants by the end of November. All films should be compatible with various distribution platforms (online, social media, screenings).
Expectations:
The documentary and short films should serve as a compelling testament to the objectives and achievements of the project, relatable and impactful to global audiences. We anticipate:
-High-quality, professionally produced films that portray the ethos and impact of the project.
-A creative, thoughtful approach to storytelling that aligns with PAX’s values, respects the participants' narratives, and captivates an international audience.
-The timely delivery of all films, appropriately formatted for various platforms.
While we have provided a framework for the documentary, we encourage the filmmaker to bring their unique perspective and creativity to the project. We believe in the power of creative storytelling and look forward to seeing the filmmaker's unique interpretation of the project's narrative.
Speaking Arabic is mandatory, English is a strong plus.
Budget:
The total budget allocated for this project is 9.000 euros, covering filming, directing, and editing. The filmmaker is expected to manage this budget effectively, ensuring a high-quality end product. The filmmaker is responsible for providing their own camera equipment and covering their own transportation costs for filming in various locations.
Application Process:
We invite interested filmmakers to submit a comprehensive proposal detailing their approach to the project. This should include a preliminary budget breakdown, a production timeline, and their creative vision for the documentary. Applicants should also provide a portfolio of previous work, with an emphasis on documentaries or projects that highlight social issues or community initiatives.
