Purpose of the Tender
The primary purpose of this assignment is to assess project progress towards outcomes and long-term goals, ensuring that challenges and results are monitored, communicated, and addressed in an efficient, results-based manner. The evaluation will also identify challenges, opportunities, and lessons learned, providing recommendations that the donor, project team, and partners can use to improve the implementation of this and similar reintegration projects and programs.

Interested consultant firms or freelancers should review the full Terms of Reference (ToR) for this consultancy through the link provided below. Submit your offer in two sealed envelopes: one for the technical proposal and one for the financial proposal by 21 November 2024 (before 12:00 pm) to the address listed below.

Notes and Conditions

• The selected firms will be required to cover the cost of this advertisement on jobs.ps.
• Financial offers should include VAT, as the project is not VAT exempted.
• Selected contractors must provide a tax invoice and deduction-at-source certificate. If the consultant is a freelancer or a group of experts and cannot provide a deduction-at-source certificate, MA’AN will deduct 10% of the contract value per payment and manage the income tax payment with the tax authorities.
• Prices must be valid for at least 5 months from the tender submission date.
• All costs must be in NIS.
• This tender is open to both consulting firms and freelancers.
