About PWWSD:
Established in 1981, Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.
Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence
Background
The Programme MENA Feminist Power in Action for Women’s Economic Rights (FEM-PAWER) will strengthen young women who face multiple discrimination of economic gender-based violence (E/GBV) in the MENA-specific countries (Jordan, Lebanon, Palestine, and Tunisia) to be the leader for change by holding duty bearers accountable toward Women Economic Rights (WER) and improve conditions for young women in the informal sector.
FEM-PAWER aims at building the capacities of Women Rights Organizations (WRO) and Young Women in lobby and advocacy (in the field of economic gender-based violence and WER), aiming at improving the gender-responsive accountability mechanisms of duty bearers. The Program promotes inclusive collaboration through providing small grants to partner organizations (POs), capacity development, networking and creating coalition opportunities and lobby and advocacy-related actions. The inclusive partnerships are the backbone of the Program and is intended to be applied also among POs, across PO lobby and advocacy work, as well at the Consortium level. A total of 11 POs have been supplied with sub-grants in Palestine.
Aim of the consultancy:
The Consultant will ensure that the quality of admin and financial systems/information allows decision-making and contributes to the efficiency and effectiveness with which operations/programs are implemented which must lead to the achievement of the objectives of the financial department and the organization as a whole.
Responsibilities:
- Develop and execute various projects and programs' budgetary plans to optimize fund utilization and ensure accurate financial records to ensure the sustainability of the organizations.
- Oversee and validate grant agreement reporting to guarantee adherence to expenditure guidelines outlined in the agreements.
- Mitigate budgeting risks by implementing robust internal controls and audit action plans, safeguarding the achievement of objectives.
- Enhance the capabilities of partner entities to enhance organizational efficiency, refine processes and systems, and enrich staff expertise.
- Participate in rebuilding and restructuring of the finance department/units, or focal points.
- Develop and upgrade the responsibilities of the financial staff and create a hierarchy of communication within the department/units,
- Provide technical training and support to the financial staff in terms of financial planning, budgeting, reporting, and accounting.
- Advising on investment strategies for the organization's
- Analyzing financial data to assess the organization's financial health and performance, preparing regular financial reports, and providing insights and recommendations based on the analysis.
- Monitoring cash flows to ensure that the organization has sufficient liquidity to meet its operational needs and obligations
- Developing and implementing admin and financial policies and procedures
- Collaborating with fundraising teams to develop financial projections and budgets for fundraising task, as well as providing financial information to donors as needed.
- Providing strategic advice to the organization's key team on financial matters, cost-saving initiatives, etc.
- Establishing a monitoring internal control guide/tool to safeguard the organization's assets and prevent misuse of funds
- Review financial reports and validate them before submission, and set development procedures for reporting internally and externally.
- Provide training and technical support to financial departments/units /focal points about financial management systems and tools to the organization, partners, and benefited CSOs and CBOs.
- Conduct field or sight visits for coaching and mentoring to the partner organizations when needed
- Coordinating with the programs/projects teams and financial department/ units/ focal points and offering orientation, mentoring, and advice as required.
The financial and admin consultant profile should include:
- A master's degree in finance, financial management, accounting, and business administration.
- At least 10 years of professional experience in financial management.
- Experience in auditing, risk management, and financial management in the NGO sector, developmental programs, and more.
- Experience with team management.
- Good knowledge of accounting systems.
- Experience in local and international financial management systems.
- Knowing gender and women's rights organizations
- Good knowledge of Arabic and/or English
- Having very good facilitation and training skills
- Ability to work under pressure
