About Enabel

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. With its partners in Belgium and abroad, Enabel offers solutions to address pressing global challenges - Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality - and to promote Global Citizenship. With 2,000 staff, Enabel manages about 170 projects in twenty countries, in Belgium, Africa and the Middle East. 

Background

Palestine is one of the countries affected by conflict related violence. Therefore, Enabel’s staff have been working under pressure and their well-being has been directly or indirectly impacted by the conflict.

Caring for the mental health and wellbeing of staff members has been on top of Enabel’s agenda and one of the agency’s key priorities. Enabel’s support also extends to employees’ families especially at difficult and emergency times due to military escalations in Gaza Strip or when the security situation deteriorates in the West Bank. Enabel takes all measures possible to protect staff members against poor mental health and weakening wellbeing. The agency supports a healthy work environment and sets actions that enhance individual and group knowledge, skills and behaviors related to mental health and wellbeing.

It has been recommended to recruit consultants to provide adequate, timely and quality staff counselling services to Enabel’s staff and their families. The hired consultant(s) is/are expected to conduct activities that would promote and strengthen staff members’ wellbeing via introducing tools for coping with stressors.

Purpose of this invitation

The main objective of this consultancy is to provide quality counselling and wellbeing support services to Enabel staff and their families in Palestine. In cooperation with Enabel senior management, the consultant(s) will take the lead on issues relating to staff counselling and wellbeing support services and provide expert advice.

General Tendering Instructions

Enabel now invites tenders from eligible and qualified tenderers for carrying out these works:

1.This tender is VAT excluded under certain conditions, defined in the tender documents. 

2.Tenders shall be valid for 60 days after the tender closing.
