Fundraising Consultant

Strengthening Adult Education in Palestine – Community-based Centers for Youth and Adult Education

DVV International calls for Fundraising Consultant to provide capacity building for its partner organization in Gaza Strip.

Project Title: Strengthening Adult Education in Palestine – Community-based Centers for Youth and Adult Education”

Donor: The German Federal Ministry for Economic Cooperation and Development BMZ.

Job Title: Independent Consultant- services provided.

 

Introduction

DVV International is the Institute for International Cooperation of the German Adult Education Association. The Association is the umbrella organization of around 920 Adult Education Centers in Germany. Its Institute for International Cooperation DVV International is engaged in over 40 countries worldwide fostering Youth and Adult Education for development. DVV International started cooperating with partners in the Middle East in 2009. The Regional Office opened in Jordan (Amman) in 2011. The Country Office in Palestine (Ramallah) was established in 2012, followed by a branch office in the Gaza Strip in 2013. Facing widespread unemployment especially among people under the age of 25 all over the region, DVV International – together with its partners – strives to empower youth and adults to unfold their potential and engage in economic, political and social life in their community. Apart from the work in Jordan and Palestine, DVV International supports regional and international networking all over the Arab World.

DVV International has been working with the community-based adult education centres in Palestine as part of its strategy to achieve the goal ALE providers improve their capacity to deliver ALE services based on the needs of targeted communities in Palestine By focusing on the development institutional capacities in the fields Strategy and management, Needs and market analysis, Marketing, outreach to and admission of participants, Cooperation with qualified trainers, Networking and referrals, The learning environment and Funding to work on three main programs with target groups:

 

Employability learning path.

Community learning path.

Cultural learning path.

 

Below are the DVV International’s partners in Gaza Strip:

 

Bait Al Mostaqbal Society/ Khuzaa Community Centre for Youth and Adult Education.

University College of Applied Sciences/ UCAS Community Centre for Youth and Adult Education- AL-Mawasi.

Atfaluna Society for Deaf Children / The Community Centre for Youth and Adult Education-Gaza.

As a result of the assessment, fundraising and donor mapping were found to be a top priority and common need among all the partner organizations.

Overall Objectives of the Assignment

The purpose of this assignment is to hire an expert who will be jointly working with three Community Centers for Youth and Adult Education (University College of Applied Sciences “UCAS”, Bait Al Mostaqbal Society, Atfaluna Society for Deaf Children) in the Gaza Strip on developing their fundraising skills, tools and strategies which will contribute to their respective Community Centre's financial sustainability.

Specific Objectives:

Support provided by the consultant is expected to enable DVV International partners to:

Identify prospect donors that have funding mandates that respond to partner’s priorities,

Assess which donors have the potential to fund adult education organizations,

Prepare plans and actions to build and sustain a strategic relationship with major donors,

Build the partner’s capacities in concept note and proposal writing skills and how to develop context specific proposal that reflect the various communities and group’s priorities that they serve,

Develop a fundraising strategy for each partner based on their needs.

The Scope of Work

In close collaboration with the DVV International team members, the consultant will be responsible for:

Assessing partners needs in fundraising to develop a customized capacity building plan

Introducing partners to effective proposal writing skills.

Developing partners’ capacities on donor mapping, gathering donor information, and identification of funding opportunities/mechanisms.

Supporting partner’s teams in developing and implementing resource mobilization and funding strategies aligned with their organization’s programming strategies

Support partners where relevant in the development, planning, and preparation of necessary groundwork and submission of high-quality proposals to donors, including alignment to call for proposal guidelines and donor requirements.

This task will be carried out in participation of the partner organization’s different levels including the board of directors, management and administrative, technical staffs.

In achieving these outcomes, the Independent Consultant shall use an empowering approach to adult education and learning, and empowering and participatory methods that are based on dialogue and on giving voice to the partner (on all levels) and its beneficiaries and stakeholders.

Expected Tasks and Deliverables:

General tasks of the Independent Consultant include:

 

Inception plan to be approved by DVV International including methodology and training agenda;

Preparing necessary tools to conduct the required task;

Capacity assessment for three the Community Centres for Youth and Adult Education to identify their need in relation to fundraising;

Review of all relevant documents provided by the partner;

Conducting training in fundraising related topics based on needs assessment results;

Conducting of three coaching sessions for each Centre after training;

Developing fundraising strategy/plan for each Centre;

Ensure active participation of all levels of the organization.

Adopt an appreciative approach to consultation with the partner and ensure common understanding of the capacity building as a learning and developmental process; 

Show high level openness to different points of view and perspectives;

Show high level of flexibility in terms of time;

Continuously cooperate and communicate with DVV International team with regards to all aspects of the task including timely updates on progress, successes, challenges and follow up requirements;

Ensure timely and quality reporting to DVV International on the task as stipulated below.

 

The following table shows the required deliverables and description of tasks of the Independent Consultant, exact deadlines will be set in agreement between DVV International and the Independent Consultant  

 

 

 

 

Reporting

The Independent Consultant shall present electronic versions of the required reports (MS Word) in English. Reports should include:

 

Summary

Objectives

Participants (roles and numbers disaggregated by gender)

Methodologies

Contents of meetings/ workshops

Limitations and challenges

status of achievement of the required task

lessons learnt and recommendations

Annexes: outcomes such as strategies, plans, structures, concepts, studies and any materials that were used in workshops as learning resources such as PowerPoint presentations, tools, readings, models, etc.

Financial proposal:

The Financial proposal should contain the following information:

Budget breakdown; prices should be valid for 120 days from date of submission.

The submitted offers should be in ILS including VAT. The tendered should be able to issue an official invoice in addition to a valid deduction at source certificate or will deduct a percentage from the final payment (according to Palestinian Taxation department & laws.

Prices include all types of expenses such as transportation per-diem, calls, … etc

Technical proposal:

Consultant should submit detailed technical offer including the participatory methodologies that will be adopted to provide all the mentioned deliverables;

CV of the consultant including detailed work experience and education.

A timeframe for implementing the consultancy services with clear details concerning the work to be executed, and specifying interim deliverables.

 

Qualification and experiences required

 

At least 3 years of experience and knowledge of planning for, securing and managing funds from institutional donors;

Experience of donor relations and grants management;

Proven experience in providing capacity building to partner organizations in fundraising

Proven skills and experience in proposal development and working with multiple donors;

A team player with highly developed interpersonal, influencing and relationship skills; Excellent communication skills

Knowledge of NGO programming

Proficiency of English and Arabic.

Experience in international development.
