General Background
Oxfam is an international confederation, Oxfam has been working in the Occupied Palestinian Territories (OPT) since the 1950s, where a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities, such as Gaza, East Jerusalem, and Area C, of the West Bank where the Israeli Government maintains full military and civil control.
Through its mission, Oxfam is committed to promote the well-being of children, youth, women, and men. Oxfam has a zero-tolerance policy towards any behaviour that violates its code of conduct, including sexual harassment, exploitation and abuse, as well as lack of integrity, corruption and fraud.
To do so, Oxfam will ensure to recruit candidates who demonstrate the same values as the organisation and expects that everyone already working in the organisation shares and embody this commitment already.
Background
Oxfam has been working extensively in partnership with community-based women’s rights organizations in Palestine over the past decade to empower women and support them in their actions for gender justice and women’s rights. Oxfam is piloting an initiative supporting Women’s Rights Organisations (WROs) in OPT, the Community Fund for Women’s Rights is a pilot initiative that aims to help WROs to gain access to flexible funding, allowing them to invest in the priority needs of women and girls while becoming stronger and more sustainable.
In its pilot phase, the Community Fund for Women’s Rights works with a small group of WROs in urban, peri-urban, and rural areas of Kenya and OPT. In OPT, the fund was able to help four partner women right’s organisations in West Bank and Gaza to use the financial resources from the fund to begin strengthening their work, organizational systems, and move resources to gap areas left by other funding.

Oxfam is also working to build the capacities of its partners through assessing their needs. In this regard, Oxfam used a feminist baseline tool to assess capacities and functions at the organization’s level. The tool depends on six domains that cover twenty-two capacities and functions of any organization (strategic planning, MEAL, media and communication, safeguarding, transformative leadership, funding, resource mobilization, etc.). Those capacities and functions are assessed to evaluate the current capacity level of each organization and to what extent each capacity and function is gender oriented.
As a result of the assessment, fundraising and donor mapping were found to be a top priority and common need among all the partner organizations.
Overall Objectives of the Assignment
The purpose of this assignment is to hire an expert who will be jointly working with three WRO partners in the Gaza Strip (Aid and Hope Program for Cancer Patient Care, Wefaq Society For Women and Child Care, and Bisan Benevolent Association ) and one partner in the West Bank(The Family Defence Society) on developing their fundraising skills, tools and strategies which will contribute to their respective organization’s financial sustainability.
Specific Objectives:
Support provided by the consultant is expected to enable WRO partners to:
Identify prospect donors that have funding mandates that respond to partner’s priorities,
Assess which donors have the potential to fund small women rights organization,
Build and sustain a strategic relationships with major donors,
Build the partner’s capacities in concept note and proposal writing skills and how to develop context specific proposal that reflect the various communities and group’s priorities that they serve
Develop a fundraising strategy for each partner based on their needs
The Scope of Work
In close collaboration with the Oxfam team members, the consultant will be responsible for:
Assess partners needs in fundraising to develop a customized capacity building plan
Introducing partners to effective proposal writing skills.
Equip partners with knowledge and skills regarding needs assessment, problem statement, problem justification, project design, and project budgeting.
Develop partners’ capacities on donor mapping, gathering donor information, and identification of funding opportunities/mechanisms.
Support partner’s teams in developing and implementing resource mobilization and funding strategies aligned with their organization’s programming strategies
Build partner's capacities on donor compliance ensuring enhanced understanding of timely delivery of donor contract requirements, procedures, and policies; i.e., narrative and financial reporting, visibility, budget and expenditure monitoring, amendment requests and including communication with donors.
Support partners where relevant in the development, planning, and preparation of necessary groundwork and submission of high-quality proposals to donors, including alignment to call for proposal guidelines and donor requirements.
Assist partner's in ensuring that submissions are planned, designed, and implemented in a consultative, participative, and gender-sensitive manner.
Deliverables:
Inception report to be approved by Oxfam including methodology and training agenda
Capacity assessment for four partners organizations to identify their need in relation to fundraising (2 days)
Carry out and provide a total of 8 training days ( five training day in Gaza and three training days in the West Bank),
Carry out a total of 40 coaching sessions 10 hours of coaching sessions for each WRO, )
Developed fundraising strategy/plan for each partner (4 strategies)
Write up the final report,
Qualifications and Education:
At least 5 years of experience and knowledge of planning for, securing and managing funds from institutional donors;
Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors), working with humanitarian and development donors Sound skills in donor contract management, donor compliance and program development;
Proven experience in providing capacity building to partner organizations in fundraising
Proven skills and experience in report and proposal development and working with multiple donors;
A team player with highly developed interpersonal, influencing and relationship skills; Excellent communication skills
Knowledge of NGO programming
Proficiency of English and Arabic.
Experience in international development (an asset)
Adherence to Oxfam's mission and values, including the promotion of equality between women and men
Financial proposal:
The Financial proposal should contain the following information:
Budget breakdown; prices should be valid for 120 days from date of submission.
The submitted offers should be in Euro including VAT. The tendered should be able to issue an officail invoice in addition to valid deduction at source certificate or will deduct a percentage from the final payment (according to Palestinian Taxation department & laws.
Prices include all types of expenses such as transportation per-diem, calls, … etc

Consultant should submit detailed technical offer including the participatory methodologies that will be adopted to provide all the mentioned deliverables.
A timeframe for implementing the consultancy services with clear details concerning the work to be executed, and specifying interim deliverables.
