Gender-Based Consultancy Service Provider
Background
The Alianza por la Solidaridad (Alianza) in partnership with Culture and Free Thought Association (CFTA), Palestinian Family Planning and Protection Association (PFPPA), Palestinian Information Technologies Incubator (PICTI), Women´s Affairs Technical Committee (WATC) are currently implementing the project “Equal rooting”: Greater gender equality in Palestine " funded by the Swedish International Development Cooperation Agency - SIDA.
The overall objective of the 3-year intervention is to contribute to foster gender equality in the oPt through a comprehensive program in the West Bank and Gaza. Under the framework of this activity, PICTI aims to promote women’s economic autonomy and women´s economic rights, by equipping them with the needed digital, technical and soft skills to increase their employment opportunity and enter the job market.
General Objective: To contribute to foster gender equality in the oPt through a comprehensive program based in three results:
- Increased access to specialized, survivor-centered services, especially Sexual and Reproductive Health and GBV multisectoral protection services
- Promoted actions for women's economic autonomy and women´s economic rights.
- Strengthened the capacities of women to exercise their active citizenship by reinforcing their role as advocacy agents in the promotion of their rights.
Objective of the Consultancy:
The general objective of this consultancy is presenting Bani Zaid municipality staff, specifically service providers, with a capacity building program to enhance their understanding of gender, gender issues, and gender-based violence, by equipping participants with essential knowledge and skills needed to promote gender equality and address gender-based challenges effectively within their respective roles and responsibilities.
The municipality and its affiliated institutes play a crucial role in providing essential services to the community. However, there is a recognized need to strengthen their capacity in dealing with gender-related matters to ensure inclusivity, fairness, and social justice within the community.
The expert is to conduct a comprehensive 7-day training workshop targeting the municipality’s staff & affiliates.
Scope of Work
Under the framework of this project, PICTI is considering the selection of a highly qualified Gender Expert, where he/she will perform the following tasks:
1. Conduct literature review of “Bani Zaid Municipality Baseline Study” developed previously under the framework of this project.
This will help the expert in the development of the training curriculum.
2. Develop a capacity building curriculum, and action plan, identifying the main topics to be discussed within the workshop.
The training’s main goal is to enhance municipality and affiliate institutes’ understanding of concept of gender, gender roles and needs, and gender issues related to the workplace, as well as gender-based violence, equipping the participants with essential knowledge and skills to promote gender equality and address gender-based challenges effectively within their respective roles and responsibilities.
3. Conduct 7 days training to target beneficiaries. The training is to cover the following topics:
Introduction to Gender:
- Understanding gender as a social construct
- Differentiating between sex and gender
- Recognizing the implications of gender norms and stereotypes
Gender Issues:
- Exploring gender disparities and their impact on society
- Identifying challenges faced by different genders in various contexts
- Analyzing intersectionality in addressing gender issues
Gender-Based Violence (GBV):
- Defining GBV and its various forms
- Understanding the root causes and consequences of GBV
- Providing tools to prevent and respond to GBV effectively
Gender-Responsive Service Provision:
- Integrating gender perspectives into service delivery
- Enhancing communication skills to promote inclusivity and respect
- Developing strategies to address gender-related challenges in service provision
Important note:
The training will target 3 groups related to the municipality, as follows:
- Municipality staff; service providers (2 days of training).
- Affiliated institutes staff (2 days of training).
- Influential young men & women from Bani Zeid (3 days of training).
4. Prepare a complete training report by the end of the training on what was delivered to the above-mentioned beneficiary groups.
The selected expert will be expected to submit the following:
- A detailed training curriculum, including session plans and learning materials
- Engaging and interactive training sessions that encourage participation
- Case studies and real-life examples to illustrate concepts and challenges
- Pre- and post-assessment tools to measure the participants' knowledge and progress
Guidelines and Selection Criteria
In undertaking this assignment, the service provider should consider submitting:
- Technical proposal (70%) covering the following items:
- Individual profile including Trainers/expert’s CVs reflecting the training topic he/she will cover. (20%)
- Previous relevant experience in delivering gender-related training workshops. (15%)
Please provide any supporting materials, such as previous workshop evaluations or testimonials.
- Detailed outline of the training curriculum (including training agenda, outline, timeslots, methodologies, etc.). (25%)
This proposed curriculum shall be adapted according to Bani Zaid municipality’s needs.
- A proposed schedule for the 7-day workshop. (10%)
Training is expected to be implemented in Sep/ Oct. The proposed schedule is subject to change based on Bani Zaid municipality’s needs.
- Financial proposal (30%).
The proposal needs include all expenses (travel, accommodation, training materials, etc.)
The price quotation for the training delivery should be in EURO.
Please note that the price quotation should be submitted in:
- English language.
- The Price must be in Euro EXCLUDING VAT – and PICTI is not responsible for any currency differences.
- The price offer must be valid for a period of 6 months.
- The company bears all responsibility in the case that it submits a price offer and is unable to provide a valid source of deduction or any official certificates that require the payment process.
- PICTI has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
- The supplier to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
- The payment with the selected agency will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request. If the service provider is an individual, 10% of the total amount will be deducted as income tax to be submitted to the Ministry of Finance.
- PICTI reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
- The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
- PICTI is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point.
- The company must provide a copy of its registration certificate and a valid deduction at source certificate.
- Any clause or any of the general conditions relating to PICTI that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PICTI internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
- Please stamp and sign all pages of the quotation.
