Guidelines for child friendly treatment during legal procedures
Terre des hommes (Tdh) Palestine delegation is seeking to contract a professional or team of professionals (national/international), who display the human, ethical and technical capacities to develop guidelines for child friendly and gender responsive treatment during legal procedures, focused on the technical and institutional capacities of Attorney General Office (AGO) prosecutions and administrative staff especially when dealing with children during the different legal procedures.
Organization and Context background information
Terre des hommes (Tdh) is a leading Swiss child-relief agency with a strong mandate worldwide on restorative juvenile justice, which accumulates over 40 years of experience in the Palestinian context. Tdh is a well-recognized actor in Palestine with a long and fruitful collaboration vis a vis justice stakeholders and national institutions on the policy, capacity building and specialized service provision components, chiefly. The Access to Justice Program (A2J) has been implemented in Palestine since 2010 including a specific and unique component focused on gender justice in formal spheres.
The A2J Program’s Strategic Plan creates a comprehensive framework for action that combines axes on operations, advocacy and policy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children in conflict and in contact with the law, where their rights are respected and upheld.
Within the A2J Program, a specialized programmatic approach on Gender Justice has been developed and operationalized since 2018, directed to improve gender-responsive justice procedures and law enforcement outcomes for child and youth survivors, grounded in effective and applicable approaches of equality and equity in the legal and policy frameworks. It ultimately seeks to generate multi-level and transformative impacts at the individual, family, community, and systems nests.
Objective of the assignment: developing a guideline for child friendly and gender responsive treatment during legal procedures, and to build the capacity of AGO staff (the Heads and members of prosecutions and the administrative staff).
