Introduction

The Jerusalem Legal Aid and Human Rights Center JLAC, in collaboration with We World-GVC, is currently executing a two-year project entitled "Protecting the Right of Development for Palestinian Communities; through Advocacy and Support of Human Rights Defenders". This project aims to protect communities, particularly vulnerable groups like children and women, from the threat of forced displacement and other related human rights abuses. It seeks to achieve this goal by empowering community human rights defenders and promoting evidence-based collaborations among multiple stakeholders, utilizing advocacy and legal measures at local, national, and international levels.

Whitin the activities of the project JLAC is preparing for advanced training of trainers to be held in Ramallah city targeting human rights defenders and its staff for 3 days starting from Tuesday 22/8/2023 till Thursday 24/08/2022. Towards this, hotels are invited to submit their price offers for hall and accommodation no later than Tuesday 08/08/2023, 4 PM in signed / stamped and sealed envelopes.

Deliverables

1. 24 Single Rooms B&B(2 days)
2. Lunch buffet (3 days)
3. Dinner meals (2 days)
4. 1 Meeting room that fits 25-30 people equipped with LCD projector, Sound system, AC, Flipcharts Stationary, and all needed equipment on 22+23+24/08/2022
5. Continuous Coffee Break

Notes

• Prices should be in EURO excluding VAT.
• Price offers should be valid for 90 days of submission date.
• The price offer should be submitted on the annexed prices table / Annex1 (please stamp all pages of the offer).
• All interested hotels should confirm their ability to provide ZERO VAT invoices.

سيتم طلب فواتير صفرية، وعليه مطلوب من الفنادق المتقدمة تأكيد قدرتها على تزويدنا بفواتير صفرية.

• JLAC maintains its right to split or cancel the RFQ.
• JLAC is not obliged to contract with the lowest prices.
• Payment will be made as a cheque or bank transfer within 30 days of service completion.
• Number of dinner and lunch meals will be confirmed each day, payment will be done based on requested meals.

سيتم تحديد عدد وجبات العشاء  والغداء المطلوبة في نفس اليوم، وسيتم الدفع بناء على عدد الوجبات المطلوبة.

• Number of reserved rooms and meals may be subject to a variance of +/-30%, the hotel will be informed in advance.

قد يتغير عدد الغرف والوجبات المطلوبة بنسبة لا تتجاوز +/- 30% وسيتم إعلام الفندق مسبقا.

If the price offer is submitted on Annex1, then it is to be assumed vendor agrees to all terms and notes.

Submission criteria

• Offers must be submitted in signed / stamped and sealed envelopes and delivered by hand to the following address: JLAC’s office in Ramallah Al Irsal, Kamal Nasser St., Millennium Bld, 3rd
• Offers must include the following documents:
• A valid deduction at source certificate.
• Annex 1.
• Company profile.
• Coffee break menu.
• Lunch and dinner menus.

Revision criteria

All offers will be reviewed based on the Accept/ reject offer criteria:

All the following must be met in order to accept the offer:

1. The offer is submitted by hand at JLAC’s office in Ramallah Al Irsal, Kamal Nasser St., Millennium Bld, 3rd
2. The Offer is submitted in a stamped, signed and sealed envelope.
3. The company is registered and has valid deduction at source certificate (the certificate must be included in the offer).

If the offer passes the administrative check (based on the accept/ reject criteria explained above), it will be evaluated based on the below table:
